- This is a solicitation for COMMERCIAL ITEMS prepared in accordance with information in FAR Subpart 12.6 as supplemented with additional information included in this notice through FAC 97-25. This procurement is advertised as a small business set-aside. The work is to be performed at Timucuan Ecological and Historic Preserve, Jacksonville, Florida. A WRITTEN SOLICITATION WILL NOT BE ISSUED but a copy can be viewed and printed at the following web site- ideasec.nbc.gov, after July 13, 2001. Solicitation No. N5023010401 is issued as a Request for Proposal (RFP) and will be awarded as a firm-fixed price Order for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 11531; the size standard is $5.0 million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The solicitation items are as follows: The National Park Service (NPS) manages an upland tract of land at the end of Cedar Point Road, Jacksonville, Florida, Duval County. Within these NPS lands, approximately 160 acres is a planted pine plantation with 10-year-old slash pines and assorted native vegetation (palmetto, gallberry, etc.). The planted pines range from 1 to 6 inches (with the average size of 4.5 inches) dbh. The density of pine trees ranges from approximately 100 to 800 trees per acre. This project calls for the mowing (by use of forestry-type mowing equipment) of the trees and shrubs within a marked area. The amount of acres treated will be between 100 and 140 acres and will depend on price-per-acre-treated bid. Mowing equipment can be tracked or on rubber tires. Mowing equipment should have a flailing head or rotary-type cutting head with a cut width of no less than 84 inches. Examples of needed mowing equipment include but not limited to Hydro-ax, Gyrotrack, Rayco Hydra-Stumper. Cutting blades/teeth will be designed to mow/mulch trees or shrubs up to 6 inches in diameter. IAW FAR 52.212-02 Technical and past performance, when combined, are approximately equal when compared to price. Quoters are encouraged to use the Standard Form 1449; Solicitation/Contract/Order for Commercial Items form found at http://www.gsa.gov/forms/pdf_file and submit a quotation. Vendors wishing to respond to this RFP should provide this office with the following: A price quote on company letterhead or the requested SF1449, for the requested items showing unit price, delivery time after receipt of order, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
