Description
1. Coronado National Forest, Tucson, Arizona, is soliciting quotes for the supply and delivery of a portable steel bridge kit to be installed at Sunny Flat Campground, 3 miles west of Portal, Cochise County, Arizona, on DFR-42. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 by close of business August 2, 2001. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 332312. 6. Submit quote for the design, fabrication, and delivery of the following item: One (1) shop assembled, HS20 loading, steel, two-piece, portable, modular bridge superstructure, 70 feet long by 16 feet wide, constructed with a 19 degree skew angle with skew orientation to be supplied by the Forest Service. Bridge structure shall include ASTM A-588 steel, a galvanized bridge deck, standard weathering W-beam guardrail, and neoprene expansion-compression seal -- D.S. Brown series CV bridge compression seals or approved equal -- for each end of the bridge. The length of the superstructure shall be measured out to out. The width shall be the clear roadway between the guardrails. 7. Reference specifications and standards shall be of the highest grade and in accordance with the best standard practices of modern bridge fabrication. Copies of any referenced specifications are available, at contractor expense, from AASHTO, ASTM, and AWS respectively. 8. Technical specifications for the design shall be in accordance with AASHTO Standard Specifications for Highway Bridges, Sixteenth Edition, 1996, and all subsequent Interim Specifications. The Live Load: Shall be HS20, deflection ratio not to exceed L/800. Structural Steel: Shall be domestic manufacture to conform to ASTM Specification A-588, weathering steel, with exterior surfaces of girders blast cleaned to assure uniform weathering before shipping; acceleration of weathering process to be accomplished through application of moisture to steel girders after cleaning. Decking: Shall be 4 inch deep, 7-gauge, galvanized, corrugated steel to be placed perpendicular to direction of traffic; deck shall have a positive connection joining the deck panels of the modular bridge sections; a weathering 7-gauge side dam shall be furnished and extend at least 4 inches above top of deck; decking shall be designed so as to accept a concrete wearing surface with headed concrete anchors in the valley of the deck corrugations; dam shall be designed to prevent water runoff spilling over sides of deck. Guardrail: Shall be 12-gauge weathering steel with standard flared metal end terminals; crystal delineators shall be attached to the guardrail at alternating posts; top of guardrail shall be 2 feet 6 inches above top of deck. Hardware: All assembly bolts shall be included. Certification of Materials: Mill test certificates shall be furnished for the steel stringers and the bridge deck; certified mill test reports shall include, in addition to other test results, Charpy V-notch impact tests. Welding: All welding shall be completed by welders certified in accordance with the requirements and qualification tests of the American Welding Society. 9. Upon award, the contractor shall prepare three sets of the following documents for approval and mail to the address in section 2. : (a) complete design calculations, (b) complete design drawings -- both items prepared, stamped, and signed by a Registered Professional Engineer; drawings shall be on sheets no smaller than 11" x 17". 10. Delays in work due to unacceptability of submitted documents are deemed a risk of the contractor and shall not be a basis for claims for additional compensation. 11. Within 5 calendar days after receipt of the above documents, a detailed review of the documents will be accomplished by the Government and written approval or rejection will be transmitted to the contractor; no fabrication work shall begin before contractor's receipt of approval from the Government. 12. Materials and Workmanship: All materials used in the fabrication of the superstructure shall be new and of the highest standard quality for this type, considering strength and best engineering practices. All members shall be designed with safety as a primary factor in withstanding high load stress. In accordance with ASHTO Standard Specifications for Highway Bridges, Section 11, 1.1, the structural steel fabricating plant shall be certified under the AISC Quality Certification Program for (Simple Steel Bridge Structures) or (Major Steel Bridges). 13. The modular bridge superstructure shall be delivered to the location of the Sunny Flat Campground. The required delivery date will be approximately mid-May of 2002, with exact delivery date to be coordinated with the Contractor. The Forest Service will provide the crane necessary to unload the bridge sections from the transport trucks and set them on the Forest Service constructed abutments. The bridge sections shall be fitted with lifting lugs. 14. Acceptance: The Forest Service will accept the structure after it has been fabricated and delivered in accordance with the preceding specifications and after all required certifications have been furnished. 15. Schedule of Items: Supply 70 foot long by 16 foot wide steel stringer single span bridge $________________. Deliver bridge to project site $_____________. Supply neoprene expansion-compression seals, D.S. Brown series CV or approved equal with installation shop drawings $_____________. All applicable taxes shall be included in the prices to be quoted above. 16. Price Range is between $50,000 and $100,000. 17. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications Commercial Items. [FAR] 52.212-2 Evaluation Commercial Items is applicable with the following factors used to evaluate quotes: Price, Technical Capability, and Past Performance. Technical Capability and Past Performance, when combined, are approximately equal to Price. 18.
