Description
The EPA has a requirement for scientific analyses to support national environmental assessment of human health risk for development of nationally applicable criteria and contaminant limits for water under the Safe Drinking Water Act and the Clean Water Act. The assessments support the Office of Water, Office of Science and Technology (OST), Health and Ecological Criteria Division (HECD) in Washington, DC. The contractor shall provide personnel and services required during the development of human health criteria, health advisories, maximum contaminant level goals and assessments of chemical hazard and dose response to support toxicological profile development for the EPA Integrated Risk Information System (IRIS) which provides support to all EPA programs. Examples of the types of activities the contractor shall perform and expertise required under this contract are as follows: (A) Critical reviews of published and unpublished microbial and toxicological studies to identify data that can be used as the basis of national hazard, dose-response and exposure assessment for a specific chemical or microbial agent. The contractor must have expert knowledge and experience analyzing data from standard toxicological and microbiological protocols and assessing good laboratory practice standards for quality assurance and quality control in order to be able to judge the completeness, quality and applicability of the data. (B) Extensive experience and expertise using published Agency procedures and policies for national chemical and microbial risk assessment and risk characterization as they apply to contaminants in drinking water, ambient waters, sewage sludge, including pesticides. Familiarity with the EPA Human Health Methodology 2000 and underlying procedures and guidelines is necessary. Knowledge of comparable procedures and policies of the Food and Drug Administration, National Institute of Occupational Safety and Health, Consumer Product Safety Commission, Agency of Toxic Substances and Disease Control is beneficial. (C) Extensive experience and expertise in modeling of toxicological data, exposure data, and epidemiologic data as well as uncertainty analysis using EPA practices for such statistical analysis. (D) Expertise in exposure analyses supporting regulations and guidance establishing national contaminant level goals (chemical and microbiological) found in drinking water, ambient waters, and sludge, including pesticides, as compared to exposures from other media. (E) Strong writing skills and experience applicable to the preparations of Criteria Documents, Health Advisories, Technical Support Documents, Fact Sheets, Toxicological Profiles for IRIS and other regulatory support materials. (G) Expertise and experience in arranging, facilitating, and preparing final reports for meetings, workshops, conferences and training. (H) Knowledge and experience in providing outreach support as needed. (i.e., presentations, videos, posters, as related to above tasks). A cost-plus-fixed-fee, level of effort (LOE) contract is anticipated. The period of performance is estimated at one 12 month base period plus four option periods of 12 months each. The total amount of LOE for all periods and all options is estimated at 136,500 hours. Solicitation PR-CI-01-11821 will only be released through the Internet.
