Description
This is a Request for Information (RFI) and/or Sources Sought Synopsis. The Space and Naval Warfare Systems Center San Diego (SSC SD) has been tasked by the Marine Navigation Division to develop new interface and display requirements for the Navigation Sensor Systems Interface (NAVSSI). This Request for Information/Sources Sought synopsis is issued to identify potential small/small disadvantaged business sources who are interested in responding to a future solicitation for the evolutionary development of the Navigation Sensor System Interface (NAVSSI). The contractor shall be assigned tasks which address development of new interface and display requirements, in addition to meeting new functional requirements with entirely new NAVSSI system configuration. Tasking may also include system updates in response to fleet generated trouble reports. In the Execution of tasking solutions may include hardware, software and firmware solutions to assigned problems. The Space and Naval Warfare Systems Center, San Diego is seeking responses to a market survey questionnaire located at the Future Opportunities Section of the SPAWAR Business Opportunities Page at http://e-commerce.spawar.navy.mil. Interested small/small disadvantaged businesses are invited to respond to the questionnaire no later than July 31, 2001. Instructions for submitting responses are also provided with the questionnaire. The government will not recognize any costs associated with submission of information by interested parties. This is not a request for proposals and a solicitation is not available at this time. Contingent upon the results of the questionnaire, SSC SD intends to issue a competitive RFP on a cost plus fixed fee basis. A regular synopsis notice will be issued at a later date to announce the projected issuance date of the RFP. General Information:. SSC SD is seeking information to identify contractors able to provide development, integration, test and life-cycle support for the hardware, software and firmware associated with the Navigation Sensor System Interface (NAVSSI) system. This requirement includes the following: NAVSSI Upgrade/Update Requirements Determination-to include: -Navigation System Performance Requirements Analysis; evaluate designated navigation system equipment designs and assess the ability of the design to fulfill overall operational requirement. -System Design Trade-Off Analysis; perform trade-off analyses of candidate navigation system implementation Approaches and designs to determine which approach provides the best solution to identify problems. -- Specification Development; design requirement documentation suitable for specifying new navigation equipment or systems, including required interfaces, generate functional specifications, draft navigation system specifications, develop equipment design specification. -- Software Requirements Definition; analyze proposed changes to the NAVSSI in accordance with MIL-STD-498. -- STR/SCP/ECP Review; Review and analyses shall be bases on , but not limited to the following: memory requirements; throughput, progressing time constraints; ANVSSI CSCIs and HWCIs affected; Impact of problem/change on overall system; Impact of problem/change and its solution on related program functions; Impact of change on NAVSSI hardware, software, firmware and documentation; Impact of change on simulation and test hardware, firmware and documentation. -- STR/SCP/ECP Verification testing -Preliminary Software Requirements Review -Joint Technical and Management Review -Preliminary Engineering Change Proposal (PECP) NAVSSI SYSTEM Development; Upgrade and development of NAVSSI for ECPS, Block Upgrade Requirements Document (BURD) updates and meet new fleet navigation requirements. -Software/Firmware Design Development; present in-process and final software/firmware design reviews. -NavigationPrototype Hardware Engineering; design, develop, program, fabricate, verify and install prototype NAVSSI systems and system components. -Prototype Engineering/Equipment Installation NAVSSI Software Testing; Software Unit (SU) testing; Provide Software Unit (SU) testing, integration, SSCI testing CSCI/HWCI integration testing and system qualification testing. NAVSSI Documentation Generation/Update; provide documentation that all NAVSSI software changes/updates are fully documented. NAVSSI Central Engineering Activity (CEA) Facility Modification/Upgrade; ensure CEA facility possesses the hardware and software capabilities necessary to support NAVSSI tasks. NAVSSI SSA Software Testing; Generate NAVSSI Software Test Specifications, Plans and Procedures. NAVSSI System Sustaining Engineering; Development of methodologies for hardware and software quality assurance. Contractors responding to this RFI may be considered for the planned FY02. This sources sought announcement does not constitute a commitment, implied or otherwise, to procure any services. The Information Statements to be submitted are not expected to be proposals and will be used for technical planning purposes only. All information received in response to this sources sought announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of the government to reimburse contractors for the cost of submitting information in response to this RFI.
