Description
The Naval Research Laboratory (NRL) has a requirement for Research and Development (R&D) of materials, environmental, and sensor technologies. Task 1 involves high-energy materials for applications in pyrophorics, explosives, infrared countermeasures and specialty fuels. Emphasis is on development, characterization and integration of these materials into applications. Development of diagnostics for determination of structural and thermodynamics properties, chemical reactivity, and optical properties will be required. Task 2 involves the continuing development of buried UXO detection technologies. Laboratory support for development and evaluation of new detection sensors and navigation platform concepts. Integration requires field shakedown studies and extended field demonstrations that will be logistically supported under this task. Task 3 involves a range of Surface Chemistry and materials properties and performance issues. Laboratory support for a wide range of surface science studies is required. The studies require developing and operating laboratory systems for surface modification and study, preparation of materials, and development of microelectronic devices. Studies of marine corrosion-related phenomena and their relation to fatigue, fracture, and failure require research and engineering support for laboratory and field studies. Task 4 requires laboratory research and field engineering support for development and evaluation of chemical and biological systems and diagnostics and their integration into specific applications. Emphasis is on developing chemical and/or biologically based sensors for detection, identification and quantification of single-component and/or mixtures of analytes such as drugs of abuse, explosives, pollutants and other environmental contaminants, pathogenic organisms, chemical/biological warfare agents, and other analytes. A cost plus fixed fee (Term) contract is anticipated with a five-year period of performance. The total anticipated level of effort is 263,420 hours. This requirement is a successor to NRL Contract N00014-95-C-2113 awarded to NOVA Research Inc, Alexandria, VA. Numbered Note 26 applies. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. The solicitation and any amendments to it will be available via the Internet at the URL address shown below. Paper copies of the RFP will not be provided. The response date published in this synopsis is the current estimated date.
