Description
NASA/MSFC plans to issue a sole-source Request for Quotation (RFQ) to Southwest Research Institute (SWRI), PO Drawer 28510, San Antonio, TX 78284, for a research effort entitled "Practical Analytical Tools for Nonlinear Fatigue Crack Growth: NASGRO Modules." This procurement is for the development, integration, and verification of software modules which incorporate existing flaw geometries with elastic-plastic fracture mechanics solutions into the NASGRO fracture mechanics code; and will be conducted using Simplified Acquisition Procedures (SAP). Pursuant to FAR 13.106, competition is impractical for the following reasons: (1) This procurement is for the development, integration, and verification of software modules which incorporate existing flaw geometries with elastic-plastic fracture mechanics solutions, previously developed by SWRI, into the NASGRO fracture mechanics code; (2) These software modules are an essential part of the Agency's needs for design and analysis of structural elements in all space flight hardware and ground support equipment; (3) As a result of this prior work performed on previous NASA contracts, the elastic-plastic fracture methodologies developed by SWRI are immediately available and directly applicable to the development of these software modules; (4) This experience with elastic-plastic fracture and proof test research efforts has placed SWRI at the forefront of technical understanding of elastic-plastic methodologies as well as the integration of these methodologies into the NASGRO code; and (5) Only SWRI can provide the technical expertise required to continue this work within the available time and budget constraints. The Government does not intend to acquire a commercial item using FAR Part 12 (See Note 26). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on July 27, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government (See Note 22). Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
