Background "17. F-15 FLIGHT TEST SUPPORT. POC 2Lt Katie Mitchell, Contract Negotiator / Barry Foster, Contracting Officer, (937) 904-6683, ASC/FBAKW The F-15 Contracting Division, Headquarters Aeronautical Systems Center (ASC/FBAKW), Wright Patterson Air Force Base (WPAFB), OH. This CBD announcement constitutes a Notice of Contract Action for the purpose of notifying the public of the intent to award a contract to McDonnell Douglas Corporation, A Wholly Owned Subsidiary of The Boeing Company, St Louis,in the 1st quarter of FY02, pursuant to the authority of FAR 6.302-1 (10U.S.C. 2304 (c)(1)).Only one responsible source and no other supplies or services will satisfy agency requirements for the six month extension of the current contractual vehicle, which is a firm fixed-priced (FFP) contract, with cost reimbursement provisions for relocation of remote contractor personnel and government property repairs, for flight test support at Eglin AFB FL and Edwards AFB CA. The requirements of this contract are to accomplish all tasks associated with flight test support at Eglin AFB FL and Edwards AFB CA. The period of performance is anticipated to be from 01 Jan 2002 to 30 Jun 2002. The development and flight test support functions of this contract include operation of the F-15 unique avionics laboratory in the Integrated Facility for Avionics System Testing at Edwards AFB and the Tactical Electronic Warfare System laboratory at Eglin AFB. Flight test mission support includes loading software, mission planning, flight test instrumentation maintenance and operation, downloading and processing flight data, real-time monitoring of test missions, and tracking aircraft restrictions/limits and modifications. Limited engineering support at Edwards AFB, Eglin AFB, and Boeing, St. Louis are also included in this effort for the purposes of reviewing test plans, participating in test plan working groups, predicting external stores compatibility, and designing and/or reviewing flight test specific aircraft modifications.
