- Description
- The National Oceanic & Atmospheric Admin. (NOAA) has a requirement for an ultrafine particle counter to be used for laboratory studies of aerosol nucleation and chemical kinetics. This device will be configured to sample gas from a reactor to determine particle number densities, or to measure the particles transmitted through a differential mobility analyzer in order to derive particle size distributions. In the nucleation studies, the formation of ultrafine aerososol from the gas phase will be monitored vs. time. The counter should be able to detect the smallest aerosol possible, less than 4 nanometers diameter, to allow prompt detection of the nucleation. In the size resolved kinetic experiments, a maximum detectable diameter of greater than 1 micron is required. Other important performance requirements include a maximum measurable particle concentration of 10 to the 5th power cm minus to the 3rd power, a continuous flow design (inlet flow less than 1000 cm to the 3rd power, minute to minus to the 1st power, and fast time response, less than 2s. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with TSI, Incorporated. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
