Description

The Broadcasting Board of Governors' International Broadcasting Bureau (BBG/IBB), Greenville Transmitting Station Contracting Office, intents to solicit, negotiate, and award a purchase order (contract) on a non-competitive basis to Von Kampen Associates on a sole source basis, pursuant to FAR 6.302-1 for one (1) each Feedline Monitor part #51-4025-090-00 for use in its existing AEG S4005-500 transmitter. The purchase order award will be made using Simplified Acquisitions Procedures (FAR Part 13). The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1(a)(2), 41 U.S.C. 253(c)(1), which states: "When the supplies or services required by the agency are available from only one responsible source... and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for". No other supplies or services are known to satisfy the Agency's requirements since this replacement feedline monitor must be of the same brand and type as originally installed. This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. All such price quotations must be received by the Government by 1400 EST, July 30, 2001 to be considered. A determination by the Government not to compete this proposed purchase order based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this Notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference Requisition No. 10321-2051 on all correspondence regarding this notice. This Notice is not a RFP, IFB, or RFQ. See Numbered Note 22.
