Description
Solicitation N00421-01-Q-1103 is issued as a request for quote (RFQ). This action is not set aside for small business. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed contract for forty-two (42) UHF SATCOM Antennas on a sole source basis with Trivec-Avant Corporation, 17831 Jamestown Ln., Huntington Beach, CA 92647, under the authority of FAR Part 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The antennas will be used in a project for a self-contained modular communications system that fulfills the requirement for a small, two man lift, high data rate communications system. The project requires that the UHF SATCOM antenna be small enough to fit in a commercial airline overhead storage compartment. The weight limitations must not exceed 4 pounds. Additionally, the required antenna must not exceed dimensions of 5 inches by 9 inches when folded. The frequency band of this SATCOM Antenna must meet between 240-320 Mhz and have a 10dbi gain. Previous analysis revealed that Trivec-Avant was the only available product on the market that could meet the requirements. The contract line item number and description is ** CLIN 0001 UHF SATCOM Antenna (PN: AV2055-3), quantity 21; CLIN 0002 UHF SATCOM Antenna (PN: AV2011), quantity 21. Award is expected 31 July 2001. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 26 Jul 2001 will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. Facsimile proposals are acceptable. For information contact Jason Lev, Code 251226, Telephone (301)862-8554, FAX(301)862-8670 or via e-mail: levjj@navair.navy.mil.
