Description

Fort Lewis intends to issue a solicitation for the potential privatization of the installation's water system. The contractor shall accept full ownership and associated liabilities for the water system to operate maintain, repair, expand, upgrade and improve the system to ensure that safe, adequate and dependable service is supplied to each existing or new Government connection within the service area, consistently, 24 hours a day, 7 days per week. These services shall be provided in accordance with local, State and Federal Codes. The contractor shall be responsible when local state and Federal laws/regulations are changed and new ones are put into effect. It is the intent of the Government to transfer ownership of all facilities associated with the water system to a Contractor. Owndership of all service lines will be transferred to the Contractor and will consist of Non-Family Housing service lines up to two feet of the building foundation or up to the valve if there is one within two feet of the foundation; Family Housing service lines from the main to the meter; and up to and including the backflow prevention device of irrigation systems. The Government shall retain ownership of the water rights. The anticipated issue date of the complete solicitation is 15 August 2001. This is a first time acquisition and no prior contract information is available. A site visit and preproposal conference will be held with scheduling information posted on the Directorate of Contracting web site. This solicitation will result in a firm-fixed price with prospective price redetermination utilities contract and is for a term of 50 years. The proposed procurement listed here will be issued as unrestricted. NAICS Code: 22131. The small business size standard is $5.0 million. Point of contact is Olive Lenney at (253) 966-3503.
