- Description
- This is an AMENDMENT to the combined synopsis/solicitation issued to seek contractor services to provide on-line automated valuation of residential real estate in the major population centers of the US. The RFQ number is TIRNO-01-Q-00172. A fixed-rate, indefinite delivery/indefinite quantity, task order contract will be awarded from this RFQ. Offers are due 3:00 PM, EST, FRI. JULY 20, 2001; at Rm. 700 at the above address. Submit questions via e-mail to helen.d.carmona@irs.gov. PERFORMANCE PERIOD -- 12 mo. from the date of award with 4, 1 YR options. The purpose of this AMENDMENT is to provide responses to questions received from potential offerors as follows: QUESTION 1: Is the Offeror expected to provide the dedicated T-1 circuit from the IRS INTRANET to the Offeror's network? If, yes, what are the addresses and building numbers, etc., of the IRS INTRANET termination points? REPLY: As of this amendment, all references to 'T1 circuit requirements' is hereby deleted and 'TI circuit requirements' is no longer a solicitation/contract requirement. The IRS prefers access exclusively through the firewall. QUESTION 2: Is it required that the Offeror provide a router and firewall at each IRS termination point? How many? Are there any specific requirements for the router or firewall? REPLY: IRS has routers and firewall security at each proposed termination point (Holtsville, NY and Memphis, TN). We do not require the Offeror to provide this technology at our end. QUESTION 3: Is it required that the Offeror provide a firewall at our end of the dedicated circuit. REPLY: The Offeror shall assure system integrity and security as set forth in the RFQ. If the Offeror chooses not be provide a firewall at their end of the dedicated circuit, then an explanation shall be included in the proposal as to how the required level of security will be achieved. All security plans are subject to the review and verification of the IRS ITS staff. QUESTION 4: Is the dial-up support required for backup purposes only? REPLY: Yes, the preferred method of access is via the INTERNET and the firewall. QUESTION 5: What is the maximum number of dial-up users the system must accommodate? REPLY: It is not expected that there will be a great many Dial-Up users for this system. The requirement is in place to ensure system availability to users without INTERNET access. We anticipate that after such access is granted, there would be little or no use of the Dial-Up product; therefore, the ability to accommodate 5 simultaneous users should be more than sufficient. QUESTION 6: What is the requirement for 'new and refresher' training. REPLY: The Offeror shall describe how it plans to provide initial training on its system to IRS users and how is 'refresher' training (re: on system enhancements/changes to the system/database) provided to the IRS users. 508 REQUIREMENTS: All potential offerors shall address the 508 evaluation requirements (request this Excel worksheet via e-mail at helen.d.carmona@irs.gov). Additionally, the requirements for computer/physical security; computer/physical security reporting; and electronic funds transfer shall be addressed in each offerors' proposal (request this information via e-mail at helen.d.carmona@irs.gov). All other terms and conditions of this RFQ remain unchanged and in full force and effect. =20 =20
