Description
The National Institute of Standards and Technology intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Lee Technologies Federal Systems to establish a service contract for annual and semi-annual preventive maintenance of a quantity of two (2) MGE Uninterruptible Power Support (UPS) systems, MGE Models EPS6225/44,66 and Power Model 204R-80TC150X-48OF-UL, located in Building 227, NIST, Gaithersburg, MD. The proposed contractor is an authorized OEM distributor with a factory-trained service team and inventories consumables/replacement parts for immediate needs. Award to other than an OEM distributor would jeopardize the level of expertise of the service quality that the system must receive to properly maintain the equipment to achieve maximum operation ability. Service will include: an annual full module preventive maintenance visit for a quantity of 2 UPS systems; an annual site visit inspection for a quantity of 2 UPS Systems; Semi-Annual Battery maintenance visits for a quantity of 2 UPS Systems; Next Business Day Emergency response, emergency service, call management, access to Factory Technical Support during normal business hours, and labor to upgrade the system to current revisions of hardware, software and firmware. The requirement is excepted from Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794 d) and the requirements of FAR 39.203. In accordance with FAR 39.204(d), the EIT to be acquired is located in spaces frequented only by service personnel for maintenance, repair or occasional monitoring of equipment. A firm fixed price purchase order with a base year and four (4) one-year option periods will be issued. The NAICS code for this acquisition is 811310 and the size standard is $5.0 million. Interested parties may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation is not available. =20 =20
