***This solicitation will be issued on or about 8 August 2001 and will close 60 days following the issuance date.** ACTION CODE: P PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCODE: E -- Purchase of Structures and Facilities OFFADD: U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, 4820 University Square, Huntsville, AL 35816-1822 SUBJECT: E- PRIVATIZATION OF NATURAL GAS DISTRIBUTION SYSTEM AT U.S. MILITARY ACADEMY, WEST POINT, NY SOL: DACA87-01-R-0027 DUE: 60 Days after the RFP issue date POC: Tonju Butler, 256-895-1166 DESCRIPTION: The U.S. Army Engineering and Support Center, Huntsville, Alabama in support of U.S. Military Academy (USMA) West Point, NY, intends to procure natural gas distribution services in conjunction with the privatization of its natural gas distribution system. West Point is located in Orange County, New York, on the western bank of the Hudson River, about 80 km (50 mi) north of New York City. The reservation, which covers about 6500 hectares (16,000 acres), also includes Constitution Island (about 1.2 km/0.72 mi wide), in the Hudson River. Privatization is the transfer of system ownership to a non-federal entity, and the subsequent acquisition of utility distribution services from the new owners of the system. Distribution services include operation and maintenance, repair, and improvements of the system. This privatization does not include the natural gas commodity and does not supplant existing commodity contracts. The Government will retain liability of any pre-existing environmental conditions. The conveyance of the utility distribution system is authorized and conducted under 10 U.S.C. 2688. The conveyance will transfer all rights, title, and interest of the United States Government in and to the utility distribution system. The conveyance will not include any land. The contract for the acquisition of utility distribution service will be for a term of 50 years. SYNOPSIS: USMA's natural gas distribution system consists of high, medium, and low pressure lines regulated through 10 stations and some individual regulators. The system has approximately 200 individual regulators and 13 centralized regulator stations. The system consists of appropriate valves, cathodic protection and water traps and manholes for servicing the distribution system. There is an estimated 6.5 miles of high pressure steel lines ranging in sizes from 4 to 8 inches maintained at 60 psi with 75 percent of the lines installed since 1989. There is an estimated 5.5 miles of medium pressure steel and plastic lines ranging in size from to 4 inches maintained at 15-20 psi with 10 percent steel lines installed since 1989. There is an estimated 14.5 miles of low pressure steel and plastic lines ranging in size from 3/4 to 8 inches maintained at 5 psi with 10 percent of the lines steel and 90 percent of the lines installed since 1989. Most of the 26.5 miles of infrastructure has been installed in the last 12 years using DRISCO plastic pipe with an estimated 50 year life.
