Description
This is a combined synopsis/solicitation for Commercial Items in accordance with FAR Part 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a Request for Quotation, solicitation # DATM07-01-R-0005. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 (25 Jun 2001) and Defense Federal Acquisition Circular (FAC) Supplement (DFARs), 1998 edition, current to DCN 20001213. This acquisition is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) is 233320 with a size standard of $17M. Quotations are due by close of business August 13, 2001. All interested parties may obtain copies of the floor plan, and pictures of an existing building for roof type and color to be matched, through the web page listed below. Facsimile bid solicitations will not be accepted. The following is a summary of prefabricated modular building requirements: Line Item 0001 FRAME: Perimeter frame with Z-Members; FLOOR: R-19 unfaced insulation with 2" x 6" joist @ 16" on center. 1 1/8" T&G plywood sub floor. 100# psf floor load throughout. Prefinished cove base. 20-oz commercial carpet floor covering. Linoleum in restrooms with 6" self cove base and standard 1/8" tile in the kitchen; INTERIOR WALLS: Standard " gypsum, taped, textured and painted. Gypsum to just above T-Grid ceiling. Standard 2" x 4" wall construction @ 16" on center with R-11 insulation; INTERIOR DOORS: Prefinished hollow core doors with prefinished jamb. Prefinished bi-fold louvered doors on the communications closet. Hardware: Privacy; WINDOWS: Bronzed frame 4' x 4'. Horizontal slider. Dual glaze, low-e, tempered clear glass with bug screen and Mini-blinds. TRIM: Exterior: No trim. Interior: Prefinished.; ELECTRICAL: A three phase, 250 Ampere, metered main power panel with sub-panels. Underground power feed. Standard duplex receptacle outlets. GFCI in the bathrooms and kitchen with each outlet on a dedicated 20-ampere circuit breaker and a waterproof GFCI installed on each exterior wall. A quadplex receptacle outlet in the communications closet utilizing two dedicated 20-ampere circuits. 2' x 4', four tube, recessed, defused, interior fluorescent lights. Communication and fire alarm boxes with "conduit stubbed above the ceiling with pull cords. Exterior carriage lights at each door. Floor receptacles. Fire alarm "ready". Combination exit/emergency lights with rechargeable battery. Lockable, clear plastic thermostat covers for all thermostats; PLUMBING: H/C water closet. Urinal. Six gallon under counter electric water heater. 24" lay-in stainless steel sink. H/C lavatory vanity. TP roll holders. Mirror 24" x 36". NRP wainscot 4' high. Main plumbing manifolds to be installed on site. Hose bib on each side of the building. Single piece shower stall with tempered glass door, soap dish and low flow showerhead; MECHANICAL: End mount heat pumps. Wrapped galvanized ducting. Exhaust fans in the bathrooms. A Halon 1211 fire extinguisher flush mounted at each exterior door. A 4" rigid galvanized steel pipe (Riser) installed through the floor of the communications closet as depicted in the detail drawing. A 2" rigid galvanized steel pipe (Riser) through the wall extended to four feet above the sealed roof and capped with a weather head as depicted in the building detail drawing. Two 1" rigid galvanized steel pipes (Riser) through the wall and extended to four feet above the sealed roof and capped with a weather head as depicted in the building drawings. A 4" H x 4" W x 4" D "J" box at the interior end of each riser with a " grommet hole in the faceplate; MILLWORK: Prefinished wood. 9' linear ft prefinnished base cabinets. 12' linear ft upper wall cabinets. 9' linear ft laminated counter top. 170 square feet of " AC grade plywood treated with fire retardant white paint covering the communications closet walls. Line Item 0002 EXTERIOR: WALLS: Standard 2" x 6" @ 16" on centers with R-19 insulation with vapor barrier. Tinted three-coat stucco. All stucco is to be installed over 1" foam on site. Color to match Building 2102; ROOF: Standing seam metal with a pitch of not less than 2 " in 12", 2" x 8" @ 16" on center, " plywood sheath, 20# psf live load and 20# psf dead load. R-38 insulation with vapor barrier installed between the truss. Wind loading of 80. No overhang. T-Grid / Acoustical ceiling 2' x 4'. 8' nominal interior ceiling height. Color to match existing Building 2102; EXTERIOR DOORS: 18 GA doors with 16 GA jamb. Hardware: Keyway brand "Best". Dead bolt and latch guard. All locks and dead bolts are to be keyed the same. APPLICABLE CODES: At a minimum the delivered product must meet or exceed the following codes/standards; The National Electrical Code (NEC); Uniform Building Code (UBC)Uniform Mechanical Code (UMC); Uniform Product Code (UPC); Arizona Modular Uniform Building Code (AMUBC); National Fire Protection Association (NFPA) standards. All blue prints All blue prints, plans, schematics, diagrams, and instructions required for assembly of the building shall be furnished by the manufacture. Building shall be packaged for shipment using the manufactures standard package method. Building to be assembled by the manufacture of the manufacture representative. Delivery shall be F.O.B. Destination, USAYPG Yuma, AZ 85365 with inspection/acceptance at destination. Delivery Best Possible, after award. This acquisition will be evaluated in accordance with FAR 52.212-2 Evaluation -- Commercial Items. As prescribed in 12.301(c), the provisions the Government will award this solicitation will result from the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)price;(ii)technical capability of the item offered to meet the Government requirement; (iii) small disadvantaged business participation. It is anticipated that payment will be made by Government VISA Credit Card. The offeror should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
