Description

The Cruise Missile Product Group [CMPG] is responsible for the continued development, acquisition, upgrade and sustainment of the Advanced Cruise Missile, the Air Launched Cruise Missile, the Conventional Air Launched Cruise Missile, Harpoon, and bomber/weapon equipment integration. Integrated management inferface between the missile program managers, product group managers, materiel group managers, test managers, prime contractor managers, and other operations offices/sites is required to ensure efficient programmatic decisions and actions. The objective of this contract is to provide computer-based technical/project management and administrative support to enhance the CMPG ability to satisfy programmatic requirements for acquisition [development, test and production] and for sustainment of missile systems, subsystems, components and support systems. This contract effort will also provide a full range of information technology professional services required for development, test, production, upgrade and sustainment support of the missile systems. Specific requirements include program analysis and planning, studies and analyses, milestone planning, tracking and schedule assessments, program guidance assistance, risk management, program briefings, surveillance, test and evaluation, integrated system management, problem analysis, solution development, and implementation. The provider of this service must be capable of developing new and innovative approaches to problem resolution with specific emphasis on cruise missile technology. A Time and Materials [T&M] contract will be utilized to procure an Advisory and Assistance Service [A&AS]. The scope of this effort is expected to increase in additional workload in basic year and the four [4] option years. Period of Performance for Basic effort will be: 01 OCT 01 to 30 SEP 02 Period of Performance for Option I will be: 01 OCT 02 to 30 SEP 03 Period of Performance for Option II will be: 01 OCT 03 to 30 SEP 04 Period of Performance for Option III will be: 01 OCT 04 to 30 SEP 05 Period of Performance for Option IV will be: 01 OCT 05 to 30 SEP 06 THIS PROCUREMENT IS FOR ADVISORY AND ASSISTANCE SERVICE FOR THE CRUISE MISSILE PRODUCT GROUP. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Security clearance will be required of all bidders offerors.
