Description

This is a synopsis for Keyfile value-added programming and support services at Joint STARS facilities on Hanscom AFB, MA, and Robins AFB, GA. Both facilities run the Keyfile document management system and utilize Citrix Winframe servers. The Government intends to establish a Basic Ordering Agreements with interested, qualified sources to acquire the needed services. A sample format for the intended agreement shall be posted at http://herbb.hanscom.af.mil, the E-Commerce site for Electronic Systems Center, USAF, under the title "Keyfile Value Added Services." This acquisition falls under NAICS code 541511, Custom Computer Programming Services. The small business size standard is $18.0M. The Small Business Competitiveness Demonstration Program does not apply. Each agreement shall establish pre-priced rates for telephone assistance, on-site assistance and travel/per diem. The period of performance shall be two years from the establishment of the agreement, or $100,000 in total orders, whichever comes first. Onsite visits shall be scheduled as requested. Per Diem rates shall be established for airfare and overnight stays. Individual orders for specific requirements shall be placed as required. The Vendor shall maintain current authorization as both a Keyfile and Citrix value-added reseller, and provide strong Keyfile and Citrix Winframe server technical support, including but not limited to the following items: Phone assistance shall be provided within 1 hour of request during normal business hours. Vendor shall perform an onsite analysis, and subsequent written report, of the Hanscom Keyfile and Citrix Winframe systems at the beginning of the agreement, as needed. Vendor shall develop, support and enhance the existing Joint STARS custom index tool, as needed. Customer shall provide current source code to the Vendor at the inception of this agreement if needed. Vendor shall be capable of custom Keyfile development. Vendor shall provide authorized Keyfile training for administrators and users as requested; strong integration support between Keyfile and existing software platforms including Fax, OCR and scanner support; Web and Outlook integration; and technical assistance as requested for planned swap of Keyfile servers at the Hanscom Joint STARS location. Vendor shall test Keyfile software upgrades prior to installation to insure stability and compatibility. Vendor shall provide Keyfile workflow analysis, design and support as requested. Customer shall maintain a valid KeyCare Plus agreement. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
