Description
The U.S. Geological Survey intends to negotiate on a sole source basis with Growth Oil and Gas, P.O. Box 835961, Richardson, TX under the authority of FAR 6.302.1. The proposed contract is to evaluate the impact of petroleum accumulations in and adjacent to the National Petroleum Reserve, Alaska (NPRA) on state and federal land-use decisions and to understand the implications of new petroleum plays on the greater North Slope petroleum potential. These studies are expected to lead to a new resource assessment of the NPRA by July 2002. Areas of supplemental expertise include experience in: (1) recent petroleum industry exploration in northern Alaska; (2) management of large technical, petroleum-related projects, and (3) basin modeling, prospect evaluation, and risk analysis. The proposed contract will also provide the U.S. Geological Survey (USGS) with expertise to evaluate the petroleum resource potential of the Yukon Flats basin of central Alaska. These studies are expected to lead to assessment, during FY 2002, of undiscovered oil and gas resources in the basin, and subsequent publication of the results in technical journals. Areas of supplemental expertise include experience in: (1) recent petroleum industry exploration in Alaska; (2) management of technical, petroleum-related projects, and (3) basin and prospect evaluation, and risk analysis. The geologic studies and assessments are being conducted as part of the Alaska petroleum Studies project, funded by the Energy Resource Surveys program of the USGS. These assessments, which carry a specific timetable for completion, are an essential part of the mission of the USGS and are required products of the Alaska Petroleum Studies Project and the Energy Resource Surveys Program. Assessment of the NPRA area of northern Alaska is scheduled for December 2001, and a comprehensive report on this assessment is due in July 2002. Assessment of the Yukon Flats area is due in September 2002, and a report on this assessment must be prepared shortly thereafter. Much geological evaluation and preparation must occur during the months and years prior to these assessments. The proposed contractor, Growth Oil and Gas, has the required, unique qualifications in the field of petroleum geology and knowledge of USGS oil and gas assessment techniques and the types and levels of documentation required to meet the needs of the USGS.
