Description

The National Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Washington University to perform analysis of 1-minute visibility data from 200 stations in the Automated Surface Observing System (ASOS) Network. The analysis will include an evaluation of the data from June through October of 2000. The analysis will include an evaluation of the overall data quality and a comparison of visibility parameters with other measures of aerosol loading, specifically satellite imagery and measures of fine particle mass. Analyses will be performed to determine the suitability of data filters developed using observer-based data for application to the ASOS data set. An assessment of the suitability of the ASOS data for air quality applications will also be performed. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned..
