Description

This synopsis is prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 13. This action is not small business set-aside and the associated standard industrial classification code is 513390 and the small business standard is $11 million. The Government intends to purchase on a firm fixed-price basis under Request for Quote (RFQ) number N00421-01-Q-0434 the proposed purchase of a quantity of 2 each TACLANE KG-175 E100 ENCRYPTOR RELEASE 1.0 on a Brand Name Mandatory Basis. The only manufacturer capable, under the authority of FAR Part 6.302-1, of providing the required parts is General Dynamics Government Systems Corp., 77A ST, Needham, MA 02494-2806. General Dynamics TACLANE KG-175 E100 Encryptor Release 1.0 is the only manufacturer a type 1 cryptographic device providing cryptographic protection to both Internet Protocol (IP) and Asynchronous Transfer Mode (ATM) networks. It is also the only device of its type certified by the National Security Agency and authorized by them for installation and integration in these types of Government network applications. THE GOVERNMENT WILL NOT BE REQUESTING QUOTES FOR OTHER THAN THE ABOVE DESCRIBED GENERAL DYNAMICS BRAND NAME ITEM. However, the Government will accept quotes from vendors that can provide the requisite General Dynamics part number. The contract line item number and description is: ** CLIN 0001 Part Number: ET-59000-1 Taclane KG-175 E100 Encryptor Release 1.0 (Quantity of 2 each). Quotes quote will be due by 3:30 p.m. 27 July 2001 with award expected by the end of July 2001. Delivery will be FOB Destination to Receiving Officer, NAWCAD, Bldg. 8115, Villa Road, St. Inigoes, MD 20684-0010. Inspection and acceptance shall also be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar sale. The Government will evaluate quotations for fairness and reasonableness in accordance with simplified procedures as defined in FAR Part 13 prior to making award. The offeror shall be prepared to provide back-up information that verifies the price offered, which could consist of a copy of the current catalog or price list or invoices from previous sales of the identical item(s).
