- Potential Sources Sought. This is not an RFP. The Federal Highway Administration (FHWA) is seeking the following: (1) potential sources to perform services to transfer transportation technology, training and assistance to American Indian tribal governments located in California and Nevada through the FHWA?s Local Technical Assistance Program (LTAP); (2) feedback on the draft Program Objectives and Financing requirement (detailed below); and (3) feedback on FHWA?s approach to the TTAP program in California and Nevada and, in particular, FHWA?s approach to finding an organization to perform the work and the technical evaluation criteria planned for source selection (detailed below). BACKGROUND: On 4/26/00, FHWA issued Solicitation No. DTFH 61-00-X-00037 for the subject project with the intent of awarding a five-year cooperative agreement to the successful applicant. The solicitation was canceled by Amendment No. 1 dated 7/10/01 due to lack of response. Through this Sources Sought announcement, FHWA seeks comments on the program and the solicitation process in order to improve responses when FHWA re-issues the solicitation in the near future. PROGRAM OBJECTIVES: Under this project, the successful applicant will establish a Tribal Technical Assistance Program (TTAP) center to support California and Nevada. The objectives of the TTAP center are to perform the following: (1) Transfer transportation technology to American Indian tribal governments through training, technical assistance, and information access; (2) Improve communication on technical transportation issues among FHWA, BIA, state DOTs, tribal governments, cities, counties, and metropolitan and regional transportation organizations, including Metropolitan Planning Organizations and Regional Planning Organizations; (3) Assist in developing and implementing new transportation technologies and administrative procedures at the tribal level; (4) Provide tribal governments with training and technical assistance in Public Law 93-638 contracting and self-governance compacts; (5) Provide training and technical assistance in intergovernmental transportation planning, recreational travel and tourism, and related economic development; (6) Provide ongoing contact and communication with tribal staffs and elected officials. In cooperation with the FHWA and BIA, these objectives should be accomplished by providing tribal governments with transportation-related technology transfer materials and training, compiling and updating mailing lists of stakeholders, publishing a quarterly newsletter, and conducting an evaluation of the program?s effectiveness. The FHWA and BIA will cooperate with the center to provide national and tribal level information and data needed to support the TTAP objectives. The FHWA and BIA will furnish the TTAP center with selected technology transfer and training course materials and demonstrations of proven technologies. The BIA will provide program data in support of these technology transfer activities. The FHWA will operate the LTAP Clearinghouse to expand TTAP center access to technical materials. Documents and other technology transfer materials from the FHWA and BIA will be provided at no cost. The TTAP center may customize any of these materials to meet program objectives as needed. The information to be transferred will come primarily from the FHWA, BIA, State Departments of Transportation (DOTs), tribal departments of transportation, tribal governments, and the Intertribal Transportation Association. FINANCING: Financing for this project will be provided from two sources. The FHWA and the BIA will each contribute half of the funding for the center. A mandatory 10% cost-share is required. This cost-share requirement can be satisfied through in-kind contributions (such as donated labor hours, equipment, materials, etc.) from the applicant or from a third party. TECHNICAL EVALUATION CRITERIA: The FHWA plans to use the following technical criteria in evaluating applications and selecting an organization for award: (1) Approach (soundness, adequacy and reasonableness of the technical approach to successfully achieve the program objectives); (2) Staffing (the qualifications of the proposed staffing to successfully achieve the program objectives); and (3) Knowledge and Experience (knowledge and experience to successfully achieve the program objectives, including knowledge of and experience with tribal governments having transportation responsibilities, the Indian Reservation Roads Program, the LTAP program, and technology transfer).
