Description
The Uinta NF is needing expert analysis of two bituminous road surfaces on the Forest. The two roads include the Mt. Nebo Loop Road (FSR #70015) located east between the cities of Payson, UT and Nephi, UT. The second road is the West Side Strawberry Road (FSR #70131) located south of Heber, UT approx. 20 miles. The Mt. Nebo Loop road is approx. 30 miles in length plus the Blackhawk Campground road for 2 miles, totaling 32 miles. The West Side Strawberry Road is approx. 12 miles in length. Required analysis include a report that determines the allowable acceptable vehicle loading that each road will accept before becoming stress due to heavy loads. There is the need to develop appropriate weight restrictions for each road. Testing will include a visual inspection (i.e. Metropolitian Transportation Commission (MTC) Manual for Distress Identification), falling weight deflection, core sampling of bituminous surface and subgrade, and back calulation properties of loading of the subgrade, and back calulation properties of loading of the subgrade and pavement layers. The Mt. Nebo Loop road will require a pre and post inspection before and after heavy and repetitive truck hauling, related to a pipeline project that will begin in July and end October or November of 2001; resulting in a report, if any damage had occured. Twelve miles of the Mt. Nebo Loop road including the Blackhawk Campground road, which will require a detail testing to adequately assess damage (i.e. at approx. 500 foot intervals). The remaining miles of testing can be "stretched out" but close enough to give fair sampling results; this includes the West Side Strawberry Road. The West Side Strawberry Road only requires a weight restriction analysis, no pre and post inspection is required. Traffic management shall be included and identified as a separate itemized cost. Successful company shall provide all labor, equipment and supplies to accomplish the task. Forest Service can provide approx. heavy estimated load counts. Contractors are to submit their Standard Forms 254's and 255's covering the selection criteriaa to my office by July 16, 2001. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
