Description

Architect-Engineer Services-open-end contract for mechanical engineering expertise for general construction projects to include: Water/Gas supply distribution systems; Heating, ventilation air-conditioning, controls and other mechanical systems in government facilities, including multi-store office buildings, housing units, steam plant, and distribution system. Projects will be both at Maxwell Air Force Base and Gunter Annex and will consist of studies, reports, investigations, design and preparation of specifications and drawings. The government will award one indefinite delivery contract with a $5,000.00 minimum fee. No individual task order (delivery order) will exceed a fee of $299,000.00, and total tasking will not exceed $499,000.00 in fees for the initial contract term ending 12 months after contract award. An option to extend the contract for two additional 12-month periods is provided. Projects will be accomplished for appropriated and non-appropriated fund activities. All dates are estimated. The proposed projects listed are unrestricted; both large and small business concerns may bid. The size standard of this project is that for which a concern, including its affiliates having an average annual sales or receipts for its preceding three fiscal years shall not be in excess of $2,500,000.00. All interested responsible sources may submit an SF 254/255 no later than 9 Aug 01.=20 Selection will be based on the following criteria, listed in descending order of priority: (1) Professional qualifications necessary for satisfactory of the required services. (2) Specialized experience and technical competence in the type of work required. (3) Capacity to accomplish the work in the required time. (4) Past performance in terms of cost control, quality of work, and compliance with performance schedules. (5) Location. (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. (7) Prior DOD awards. Participation by small firms and small, disadvantaged business enterprises are encouraged. Firms must include small business and small, disadvantaged representation on their SF 255, not later than 9 Aug 01.
