Description
The U.S. Environmental Protection Agency has a requirement for a contractor to evaluate numerous observation-based methods to assess characteristics of ozone formation and predict sensitivity to certain emission reductions. The methods will be used in conjunction with emissions-based Air Quality Models (AQM) to help evaluate the predictions of AQMs to identify ozone sensitivity at various locations of interest for regulatory or research purposes. To accomplish this goal, the contractor shall perform the following tasks: 1) Survey the field of existing formulations for performing observational-based modeling that can be used to characterize the sensitivity of ozone formation to emissions reductions; 2) Evaluate the theoretical basis of the top 3 promising of these formulations; 3) Provide information to determine the usefulness of each of the formulations examined, and 4) Document results and recommendations for further study. This requirement will be issued under simplified acquisition procedures. The following evaluation criteria shall be used to determine successful offers: 1) Demonstrated experience of the Principle Investigator (PI) in the area of observational-based methods, as evidenced by peer-reviewed publications in national scientific journals and presentations at national conferences; 2) Demonstrated expertise of the PI in interpreting atmospheric photochemistry; 3) Demonstrated ability of proposed personnel to complete the project within the required period of performance; 4) Demonstrated objectivity of the proposal with regard to observational-based methods developed by services outside of that of the proposer; 5) Creativity in techniques proposed for use in evaluating the observational-based methods, and 6) Suitability of the described work for practical application in conjunction with emissions-based Air Quality Models. Please note that award will be made based on the lowest price technically acceptable offer. This is NOT a small business set-aside, however, the NAICS is 541690, which has a size standard of $5 million.
