- Description
- The Ministry of Water and Irrigation/Water Authority of Jordan (MWI/WAJ) requests qualification packages from US firms and joint ventures who can qualify, through experience with projects of similar nature and magnitude, for design, construction and operation services for the Wadi Ma'in, Zara, and Mujib Water Treatment and Conveyance Project near Amman, Jordan. The project includes the final design, construction and operation of a 53 MCM/yr water treatment plant including desalination facilities, at least 6 large pump stations (each with a capacity of approximately 1.5 m3/s), and about 41 km of large-diameter pipelines extending from the Dead Sea to Amman. A two-phase procurement procedure will be employed. Phase I will consist of the Request for Qualifications (RFQ) and selection of Bidders who appear qualified for the Work. Phase II will consist of a two-part evaluation of Bids submitted by the pre-qualified Bidders selected in Phase I. Part 1 will consist of the submittal of Technical Proposals and Part 2 will involve the submittal of Financial Proposals. It is expected that pre-qualification of Bidders will be completed in September 2001, with the Request for Proposals (RFP) issued in September 2001 and that the Award of Contract be completed by July/August 2002. Completion of construction of project components and start up of operations is scheduled for July 2004. The estimated cost for construction of the Works is between US$85 and $95 million dollars. Payments will be made in US currency for foreign components and in Jordanian currency for local components. Operation and maintenance costs shall be in Jordanian Dinars (JD) subject to an exchange rate to be prescribed in the RFP. Funding is provided by USAID and the MWI/WAJ. Documents can be obtained directly from the MWI/WAJ or downloaded from the USAID website at: http://www.usaid.gov/procurement_bus_opp/procurement/solicitation/. Receipt of this RFQ through internet must be confirmed by email notification to msaunders@harza.com and Nazeer_abuarqoob@MWI.gov.jo. It is the responsibility of the recipient of this RFQ document to ensure that it has received the RFQ in its entirety and MWI/WAJ and USAID bear no responsibility for data errors resulting from transmission, conversion processes, or failure to register. A payment of JD1000 must be made to MWI/WAJ at the time of purchase or, if downloaded from the USAID website, at the time of handing in the prequalification submission. Deadline for submissions of qualification packages is not later than 1300 hours Jordan local time on August 27,2001. Late submissions will not be considered. If a joint venture seeks pre-qualification, information for all firms in the joint venture must be submitted. Jordanian subcontractors are required to be class "A" in their specialties as classified by The Ministry of Public Works and Housing, Jordan. Information for all proposed subcontractors must also be submitted with the qualification package. Before submitting a Bid in response to the RFP, pre-qualified Bidders will be required to examine the work site.
