Description
G -- Social Services. The proposed acquisition listed herein is a 100% small business set-aside under NAICS Code 514191. The Program Support Center has a requirement for the Administration for Children and Families, Head Start Bureau (HSB), to operate the Head Start National Training and Technical Assistance Resource Center (NRC). Offerors shall have offices located in the Washington, D.C. metropolitan area. The mission of the NRC is to enhance the functioning of the Head Start Training and Technical Assistance (T/TA) Network and to support the development of national program priorities and the accomplishment of national program improvement initiatives. The Head Start program delivers comprehensive, high quality services to foster development in young children of low-income families. The HSB provides assistance to communities in developing, conducting and administering the local programs and provides training needed in connection with the Head Start programs in accordance with Section 648 of the Head Start Act. The NRC is a part of the HSB's overall approach to this provision of training and technical assistance. Assistance with support services for the T/TA and other Grantee Networks; project support services; events management (logistical and underwriting); writing services/material development; and project management. In carrying out these major functions, the NRC will deal with consulting projects, writing assignments, meeting support and information management. The NRC shall require the services of skilled and experienced senior staff with extensive experience in managing, leading, designing and/or staffing work efforts under a variety of time-frames and parameters. Qualified sources must have considerable Head Start and Social Service experience. The anticipated period of performance is twelve (12) months from the effective date of contract award with four (4) twelve (12) months option years. The closing date will be approximately thirty (30) days after release of the RFP.
