- Notice of intent to award a sole source cooperative agreement. This is not an RFP. The Federal Highway Administration anticipates awarding a sole source cooperative agreement to George Washington University to support the National Crash Analysis Center at George Washington University's plans for constructing a state-of-the-art crash test facility and the ongoing, established research program in computer crash simulation, road-side safety analysis, occupant crash protection, and special studies which are producing safer vehicles and road-side appurtenances for the motoring public. Through this cooperative agreement support will be provided for relocating some of the Federal Outdoor Impact Laboratory (FOIL) equipment to the new facility, conducting the necessary engineering design to upgrade the capabilities, purchasing of more advanced equipment, and executing a 18,000 lb truck test for validation. This cooperative agreement is being pursued in accordance with the House of Representatives Conference Report 106-940 which states "The conferees encourage the FHWA to provide up to $1,800,000 to the Transportation Research Institute at the George Washington University for the multi-modal crash analysis, simulation, and modeling for occupant protection and human survivability; for the advanced research into improving performance and safety of transportation networks, including but not limited to information, communication, command and control, and logistics at the physical, operation and informational levels." It is anticipated that this cooperative agreement shall be awarded by 31 Sep 01.
