Description
On a non-competitive basis, the National Heart, Lung, and Blood Institute intends to issue a purchase order to Three Spring Scientific, 1730 West Rock Road, Perkasie, Pennsylvania., 18944, for thirty-nine (39) non-human primates, Macaca Mulatta (rhesus); male or female of Indian origin; age 1-30 years. The Non Human Primates, (NHPs) that are currently available from Three Spring Scientific, are of Indian origin of breeding age which are a valuable research model. Indian origin NHPs are of very limited supply. The (NIA) National Institute of Aging, has an on going research that establishes an urgent and compelling need for these animals. The animals currently available from Three Springs Scientific are only available until 7/11/01. Testing is not required prior to delivery. Transportation shall be in compliance with CDC and Animal Welfare Act requirements Title 9, Subchapter A, Part 3, ?Transportation Standards?. The contractor shall be responsible for meeting all requirements associated with shipment and delivery of animals to US port of entry and within the US. It is recognized that breeders and suppliers of laboratory animals have no direct control or jurisdiction over public carriers used for transporting animals. However, they shall maintain close liaison with carrier personnel in order to assure their cooperation for proper care of animals during tranist. The contractor shall be responsible for provide the crates housing the primates during shipping. Exterior shipping containers and material not shipped in containers shall be marked, labeled or tagged as aplicable and shall include (a) contractor?s name and address, (b) delivery order number, and (c) total number of cartons in shipment. Animals shall be shipped to the National Institute of Health, Animal Center, Building 103, 16701 Elmer School Road, Poolesville, Maryland 20837. This acquisition is being conducted under simplified acquisition procedures and exempt from the requirements of FAR Part 6. The following Federal Acquisition Regulation (FAR) apply to this requirement; FAR Clause 52.212-1 Instructions to Offerors-Commercial Items (April 2001), FAR Clause 52.212-2, Evaluation-Commercial Items (April 2001), The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations And Certifications- Commercial Items (April 2001). The provision of FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (April 2001), applies to this acquisition. The addenda to the clause reads as follows: The offeror must provide terms and conditions of required product, pricing, prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The clauses are available in full text at http://www.arnet.gov/far/. The North American Industry Classification System (NAICS) is 112930, Size Standard $0.5M applicable for this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
