Description
This notice constitutes a Request for Proposal (RFP) for development, fabrication, constuction, delivery and installation of an Automated Leviation Chamber for Vacuum and Pressure Operations. This announcement constitutes the only solicitation; offers are being requested and a written solicitaion will not be issued. This procurement is being conducted under Midrange procurement procedures. The Government does not intend to acquire a commercial item. See Note 26. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP and model contract are those in effect through FAC 97-27. All qualified responsible sources may submit a proposal which shall be considered by the agency. Proposals are to be submiited to George C. Marshall Space Flight Center, Attention: PS32G / Glen Alexander, MSFC, AL 35812. All proposals must include the Soliciation number, FOB Destination, proposed delivery schedule, discount/payment terms, warrenty information, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes can be viewed at the following URL: http://genesis.gsfc.nasa.gov/nasanote.html Automated levitation chamber for vacuum and pressure operations with instrumentation and integration. The levitation chamber must provide an environment for the electrostatic levitation and processing of samples with a maximum size of 3 mm over the pressure range from 5 ATM to 1x10-8 Torr. ASME pressure certification for 5 ATM internal operating pressure (absolute) and proof pressure testing are required. Ports are required for the optical access, sample processing, manipulation, data collection and control of gas/vacuum environment. Optical access is required for UV, IR and visible light on selected ports. Automation required for: sample transport from the sample cleaning chamber to the automated sample feed section, transport for samples, one at a time, into the levitation chamber, sample retrieval from the levitation chamber and clamping mechanism for levitation chamber lid. Full manual backup capability must be provided for all automated functions. A PC-based workstation, installed on a Windows 2000 platform, with a graphical user interface for control, data logging and status monitoring in National Instruments Labview 6.0 shall be provided.
