- Description
- This requirement is for one Fire Fighting Training Trailer, 35' long (approx.) x 96" wide x 13' 6" high (meeting DOT approved transport requirements), single story, propane burn units. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement the only solicitation; proposals are being requested solicitation will not be issued. N47408-01-T-0232 is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-03. This solicitation is Set-Aside for Small Business, Size Standard: 500. DESCRIPTION: Trailer is a portable training facility used to simulate various indoor fire fighting situations using propane as a fuel. Standard features/options should include: steel construction with insulated walls, standard tractor/trailer hookup capability with air brakes for use with Navy supplied tractor, flammable gas detection system (propane), high temperature sensors and remote monitoring, remote and local emergency shutdowns, safety officer remote control, engineered ventilation system for controlling fuel/air mixture levels below 25% of Lower Explosive Limits (LEL) and heat/smoke purging, onboard propane supply, three remotely controlled burners, onboard electrical power generator, setup time of approximately one hour maximum, dome lighting fixtures for night training situations, instructor/operator communications system with headsets meeting the following specifications:1) Base unit: Make- Earmark Model- Basemaster VIII Part # -- 202524 FCC ID- F6G4JR Operates on channels 1/89,92,95,131 2) Headsets (5 each) Make- Earmark Model- Series 4 Part #- HR4 FCC ID- F6G4JR,smoke machine/distribution system, flashover simulator unit, ventilation cutting panels, collapsible second floor room, interior and exterior stairs with removable rails, detailed operations and maintenance manual. Additionally, the vendor shall provide two days of training on the unit covering the transport, setup, operation, scenarios training practices, and routine maintenance and troubleshooting of the training trailer (8 students maximum). Delivery: 60 days after contract award. Delivery Location: Naval Amphibious Base Little Creek, Norfolk Virginia. EVIDENCE OF QUALIFICATIONS: The following must be submitted with quotes: 3 most recent similar work completed (Government work preferred); company's brochures including descriptive literatures and specifications that meet the requirement. Descriptive literature and all specifications are required. Failure to provide this information and completed contract provisions can cause your quotes to be unacceptable. Evaluation criteria will be based upon technical, price, and review of submitted company's brochures including descriptive that meets the requirement. Quoters are to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial items. FAR 52.212-5 applies and clauses cited in the clause are applicable: 52.219-14, 52.222-26, 52.222-21, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. The following clauses also apply: DFAR 252.225-7000 Buy American Act Balance of Payments Program Certificate, DFAR 252-225-7001 Buy American Act Balance of Payment Program, DFAR 252-225-7002 Qualifying Country Sources as Subcontractor applies. Quotes are due no later than July 31, 2001 4:00 P.M.
