- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. The Request for Quote (RFQ) number is RFQ-876970, and is being conducted as a 100% Small Business Set-Aside under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification System number is 23511, the size standard is $5M. The RFQ incorporates provisions and clauses that are in effect thorough Federal Acquisition Circular 97-26. The Federal Bureau of Investigation intends to award a Brand Name or equal, Indefinite Quantity, Indefinite Delivery, Firm-Fixed Price type contract. This type of contract provides for the furnishing of an indefinite quantity, within the stated limits from the date of award of this contract for 12 months with four, one-year renewal options. Each one-year option period will begin on the anniversary date of the contract award. During the contract period, the FBI shall order a guaranteed minimum of $45,000.00, in Shotgun stocks, fore-ends, bolts, screws, and recoil pads. The offeror shall furnish the stated minimum, and as ordered, any additional quantities shotgun stocks and accessories which may not exceed a maximum of $250,000.00, over the life of the contract. The Government shall not be required to purchase from the successful offeror(s) any additional quantities after the initial guaranteed minimum. Obligation of funds and specific quantities will be ordered through individual delivery orders or through the Government Purchase Card program, issued during a Fiscal Year. If items called for by this RFQ have been identified in the synopsis/solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such products is (are) clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic requirements of above products. Unless the vendor clearly indicates in their quotes that they are offering an "equal" product, the quotes shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quotes. No salient characteristic are identified. If an equal is being submitted, they must meet the specifications listed below by Part Number. All quotes will be considered and the FBI reserves the right to request samples. Delivery shall be 60 days after receipt of orders. Destination shall be FOB-FBI Academy, Firearms Training Unit, Quantico, VA 22135. The shotgun stocks and accessories are as follows: CONTRACT LINE ITEM (CLIN) #1 -- Part Number (P/N) 0300 -- Speedfeed Sport Stock Set-12 gauge; CLIN #2 -- P/N 1730 -- Speedfeed Sport Foreend-12 gauge; CLIN #3 -- P/N 0350 -- Speedfeed Youth Sport Stock Set 12 gauge; CLIN #4 -- 0910L -- Stock Bolt Long 10 ?"; CLIN #5?P/N 0940?Recoil Pad Screw; CLIN #6 -- 0800 -- Recoil Pad. The provision at FAR Clause 52.212-1, Instructions to Offerors (OCT 2000) and addendum is incorporated into this solicitation. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-876970, HRT Building, Quantico, VA 22135. The quote may be facsimiled in to (703) 632-1607. The contractor shall provide three names, addresses, telephone and facsimile numbers of previous contracts, either Government of Commercial, from similar type contracts, for the purpose of evaluating Past Performance." Add: 52.202-1 -- DEFINITIONS (MARCH 2001); 52.204-4 -- PRINTED OR COPIED DOUBLE-SIDED ON RECYCLED PAPER (AUG 2000); 52.215-5 -- FACSIMILE PROPOSALS (OCT 1997); 52.211-6 -- BRAND NAME OR EQUAL (AUG 1999). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (AUG 2000), Subsection (a), (b),(d) and (e) apply. Clause 52.212-3, Offeror Representations and Certifications (MAR 2001) apply. Each offer shall include a completed copy of 52.212-3 with their quote. FAR Clause 52.121-2, Evaluation is incorporated by reference and applies to his acquisition. ADDENDUM 52.212-2(a) -- Award will be based on best value to the government. The following factors shall be used to evaluate offers: Past Performance, Product, and Price. Past Performance and product when combined are significantly more important than cost or price. However, as quotes become more equal in their product merit, the evaluated cost or price becomes the determining factor. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offeror must acquaint themselves with the new regulations concerning Commercial Item acquisitions contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
