Description
The United States Agency for International Development Mission to the West Bank and Gaza (USAID/WB&G) is seeking quotations from a team leader/evaluation specialist to implement the evaluation of the Pilot Health Program (PHP). The team leader must have leadership and team management skills. An academic and practicable knowledge of monitoring and evaluation of international health programs in developing countries is essential. Experience in designing and implementing standardized questionnaires. S/he must have broad public health program planning and management experience, a comprehensive technical knowledge of and experience in health service delivery systems, a strong appreciation of partnership building, and in depth knowledge of Mother and Child Health, Operation research, Training, Behavior change and Communication and MIS. Familiarity with the health service delivery in the West Bank and Gaza would be a major advantage. The team leader will have overall responsibility for the final report, and will have a major role in drafting and finalizing it. The successful offeror (team leader) will be teamed with a USAID Population Health Nutrition (PHN) expert, already identified. The evaluators will provide a final evaluation of the Pilot Health Project, formulate lessons learned and provide observations and recommendations for implementation under the IVCHS. Based on the evaluation, the team will propose overall recommendations to enhance and focus the effectiveness and impact of activities under the PHP and how can they be improved and expanded under the IVCHS. The evaluation team will outline and discuss findings and recommendations for USAID and stakeholders.
