- Description
- 1. MARKET RESEARCH. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps has a Mission Need Statement for an Expeditionary Fire Support System that will provide all-weather, ground-based, close supporting, accurate, immediately responsive, and lethal indirect fires in support of the Marine Air-Ground Task Force (MAGTF). EFSS will be capable of successfully engaging a spectrum of potential point and area targets, including motorized, light armored, and dismounted personnel targets, command and control systems, and indirect fire systems. Accuracy throughout the effective range of the system must be maximized and inherent system error minimized to ensure efficient munitions management and minimize collateral damage. EFSS fires will disrupt, degrade, or destroy as much of the threat force capabilities as possible prior to the initiation of the direct fire engagement and provide accurate, lethal, close-in fires throughout the duration of the engagement. Marine Corps Systems Command is preparing for the concept exploration phase in order to evaluate potential solutions. 2. The purpose of this request is to gather information on potential solutions for EFSS, a critical element of the ground fires triad (HIMARS, LW155, EFSS) and component of the Commandant of the Marine Corps? ?Fix Fires? initiative. An affordable approach and a supportive strategy that will result in a fielded solution within the FY04-09 FYDP is required. 3. Responses to this request for information should provide a schedule, research and development, and procurement profile for either A or B below: A. Introduction Scope Purpose Discussion Summary Appendices oCost ? address research and development, procurement and ammunition related costs oSchedule Consider the following when completing cost and schedule: Anticipated Key Performance Parameters are as follows: Range: Threshold (T) 8 Km; Objective (O) 20+Km Accuracy: (T) <120m @ 75% of max range; (O) <30m @ 75% of max range Transportability: (T) Internally transported in LAV-M, CH-53; (O) Internally transported in MV22 Interoperability: (T) AFATDS, TLDHS Desired Characteristics are as follows: Crew: (T) 5; (O) 3 Max ROF: (T) 6 rounds per minute; (O) 10 rounds per minute Sustained ROF: (T) 3 rounds per minute; (O) 5 rounds per minute Automated/onboard Nav/point system Automated/onboard fire control/fire direction Emplacement Time (T) 2 min; (O) <1 min Displacement Time (T) 2 min; (O) <1 min Firing Concept: (T) fire without being detached from prime mover; (O) fire from inside LAV-M Modular convertibility: (convert from internal LAV to towed configuration or to internal aircraft configuration): (T) <30 min; (O) <5 min. Prime Mover: (T) LAV-M {internal}; (O) V-22/CH-53 Internally transported vehicle {towed} Ammunition: Current and developmental NATO munitions for the caliber chosen. Must have (T) illumination, smoke, WP, HE, DPICM and (O) improved fragmentation/blast unitary, infrared illumination. B. Must have (T) illumination, smoke, WP, HE, DPICM and (O) improved fragmentation/blast unitary, infrared illumination. 4. Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. Interested firms are requested to respond NLT 25 July 2001, stating their business size, SIC Code, and identifying a corporate point of contact.
