The Air Armament Center, AAC/YV and the Air Force Research =3D Laboratory Flight Vehicles Integration Branch (AFRL/MNAV), located at =3D Eglin AFB, FL issued a Request for Proposal (RFP) on 29 June 2001, with written responses due 10 August 2001 and oral proposals due beginning 13 Aug 2001. The =3D government anticipates the award of up to two firm fixed price =3D contracts resulting from this solicitation to the contractors that =3D provide the best proposal for price, based on an evaluation of past =3D performance, technical approach and proposal risk, and price =3D reasonableness. It is further anticipated that the period of =3D performance of the resultant contract(s) will be 24 months. Data =3D and other information, which may be available for review or which may =3D be produced under a resulting contract, may contain Military Critical =3D Technology List (MCTL) information whose export is restricted by the =3D Export Control laws and regulations. Only those firms who are on the =3D Certified Contractor Access List may receive such information. An =3D Ombudsman has been appointed to address concerns from offerors or =3D potential offerors during the proposal development phase of this =3D acquisition. The Ombudsman does not diminish the authority of the =3D program director or contracting officer, but communicates contractor =3D concerns, issues, disagreements, and recommendations to the appropriate =3D Government personnel. When requested, the Ombudsman shall maintain =3D strict confidentiality as to the source of the concern. The Ombudsman =3D does not participate in the evaluation of proposals or in the source =3D selection process. Matters of a routine or administrative nature =3D concerning this acquisition should not be addressed to the Ombudsman =3D but rather to the Contracting Officer, Contract Specialist, or the =3D Program Manager identified below.
