Description

The Health Resources and Services Administration intends to negotiate under FAR Part 13 -- SIMPLIFIED ACQUISITION PROCEDURES on a sole source basis with Hinmon Productions, 9213 Graceland Pl, Fairfax, VA 22031-1931 to purchase and edit footage from their stock library. This footage will become a substantial portion of a training video that is an outgrowth an Economy Act inter-agency agreement between FOH and INS. Since Hinmon Production owns the footage that the Government wants, they are deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C. 253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. A copy of the Justification for Other then Full and Open Competition is on file.
