Description
The National Park Service is seeking a contractor to provide all equipment, materials, labor, transportation and all other services necessary to clear and open the Old Trace Trail, located near Hohenwald, TN at approximately milepost 404 on the Natchez Trace Parkway. This Old Trace walk/trail, which is listed on the National Historic Register, was severely damaged by a tornado in May, 2000, which resulted in numerous trees falling across the trail and making it impassable. The trail has been closed since then but the Natchez Trace Parkway now desires to reopen the trail by removing the fallen and damaged trees along the 1700 ft. length of the trail. The work will begin at the Old Trace Walk parking area at milepost 404 and extend to a Hickman County gravel road that runs along the boundary of the parkway. All fallen trees and standing damaged trees shall be removed from the trail and within an area between fifty and one hundred feet each side of the centerline of the trail. The removal of these trees must be accomplished in a manner that will minimize the damage to surrounding trees and the contractor will also have to repair damage to the surface of the trail during the removal, which may include resurfacing and regrading of the trail. Because of the uncertainties in the job, the National Park Service is conducting this procurement under Simplified Acquisition Procedures using competitive proposals, and a contractor will be selected using the "best value" procurement method, which allows tradeoffs between price and nonprice factors. In order to be considered for award, each offeror will be required to submit to the Government a technical proposal, their qualifications to perform the work, past performance information, and a price proposal (note that since Simplified Acquisition Procedures are being utilized, proposals may not exceed $100,000 in price). Those offerors submitting the most highly rated proposals will be invited to provide an oral presentation before the source selection panel at the Natchez Trace Parkway Meriwether Lewis facility, near Hohenwald. Presenters may use any method of presentation they deem appropriate and at the conclusion of the presentation the source selection panel will conduct a question and answer session with the presenter. However, if an offeror is invited to make an oral presentation, failure to do so will render the offeror ineligible for award. This is a small business set-aside, and the applicable NAICS code is 113310, Logging, size standard is 500 employees. Solicitation package will be available o/a July 27, 2001.
