Description
The Environmental Protection Agency, National Risk Management Research Laboratory (NRMRL) Air Pollution Prevention and Control Division (APPCD) has a requirement for A National Assessment for Photovoltaic Generated Electricity. The successful contractor shall prepare a final report to determine the U.S. emission reduction impacts of photovoltaic (PV) generated electricity when PV systems are installed as power supplies for buildings. The national assessment will be based on data provided by existing PV systems that have been installed at various sites throughout the U.S.. The sites will be selected to affect a meaningful statistical data set based on solar irradiance and utility power plant emission profiles. These data sets will be augmented by with simulated PV output profiles from incident solar irradiance and temperature considerations if necessary. The estimated duration of the project is twelve months from the date of award. The proposed acquisition will be processed in accordance with FAR 15, Contracting by Negotiation. Solicitation No. PR-CI-01-12087 is expected to be issued on or about July 30 with a closing of 30 days thereafter. This requirement shall be filled through full and open competitive procedures. EPA anticipates the award of a Firm Fixed Price, completion form contract. The NAICS code is 541330. It will be available on the Internet at http://www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the given web site. Hard copies will be issued on a limited basis to those eligible firms without Internet access. Requests for hard copies may be mailed, faxed, or e-mailed to the POC. It is the responsibility of potential offerors to frequently check the site for any amendments. All responsible sources may submit a proposal which will be considered by EPA.
