Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation(RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This RFQ has the following line items: 0001 ANSI complete 2-user, P/N WPQ51, 0002 AV-data(excludes UKCAA) ERC, P/N QAVP, 0003 EIA complete network ERC, P/N 580N, 0004 AIA/NAS NTWK ERC, P/N 340N, 0005 ASTM complete network ERC, P/N 410N, 0006 DOD stdztn w/weekly updates, ERC network, P/N QS1S, 0007 DOD adopted ind stds, network ERC, P/N DSA53, 0008 ASME complete ERC, P/N 530N, 0009 american society/heat,refrig, AC on ERC, P/N 521N, 0010 DSS historical complete network ERC, P/N DS979, 0011 NATO documents network ERC, P/N ML959, 0012 ASA on ERC, P/N 536N, 0013 AWS(American Welding Society), P/N 550N, 0014 SAE(Society of Automotive Engineers), P/N 670L. These are 2-user networking subscriptions for the entire Acquisition Management Complex and the AFRL Technical Library. Ship to: ASC/EN, Bldg 560, Area B, Wright-Patterson AFB OH 45433-7101. Delivery is required within 30 days after award, FOB destination, net 30 payment terms. The following clauses and provisions apply: FAR 52.212-1 and FAR 52.212-2(a). Clause FAR 52.212-4 shall be included with any offer. WPAFB intends to award to Information Handling Services, Authority: 10 USC 2304(c)(1), supplies or services required are available from only one source and no other supply or service will satisfy agency requirements. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of propoaals, or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the phone number listed herein.
