Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-01-JMT-0189 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the following: CLIN 1: Model 935 AT, Communications Test Set, includes Level and Frequency (20Hz to 5kHz), Noise, Signal-to-Noise and Return Loss Measuring Capability. Additional standard features include DP,MF, DTMF Senders, Loop, Ground Start, Reverse Battery, E & M types I to V, SX Supervision and Talk Battery, T1 Interface with Superframe, ESF,FXO/FXS, PCM Supervision and High Stability Clock, DSI & DSO BERT, CSU Interface, RS232 Port, Digital Receiver and Advanced Digital Signal Processor (DSP), #7935-0000-01, QTY.2; CLIN 2: Option 935 AT-100, Fax/Modem TIMS Package includes: 4-Tone Intermodulation Distortion, Envelope Delay Distortion Phase/Amplitude Jitter & Hits, P/AR (peak to average ratio), Absolute Delay, 23 Tone Test for Fax and High Speed Modem Circuits, 3 Level Impulse Noise, #7935-0100-01, QTY. 2; CLIN 3: Option 935AT-436, Increases Warranty 3 Years, #7935-0436-01, QTY.2 FOB Orgin. QUOTE NEEDS TO INCLUDE SHIPPING COST OF ONE EACH OF THE ITEMS LISTED BELOW TO: Location #1: CDR 405 Signal Company, APO, AP 96376-5152, MUST BE SHIPPED AND INSURED REGISTERED MAIL, Location #2: Fort Deitrick, MD 21702. . Please include all requirements on quotations. No partial quotes. No substitutions. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
