- Description
- This a combined synopsis/solicitation for commercial items prepared in accordance with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request For Quotation (RFQ)-055685 and this number shall be referenced on all quotes. This RFQ is issued under Simplified Acquisition Procedures (SAP) and is 100% Small Business Set-Aside. The Small Business Standard is $5 million and the North American Industry Classification System (NAICS) Number is 451220. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The FBI's Language Training and Assessment Unit (LTAU) has a requirement for PIMSLEUR brand tapes. PIMSLEUR (30 Monument Sq., Concord, MA) brand tapes were chosen because they are essential to the Government's requirements, provide more language material than other language tape series and the FBI already has an existing extensive library of PIMSLEUR tapes. Also, market research revealed that tapes from other companies with similar features did not meet and could not be modified to meet the FBI's needs. The FBI intends to make an aggregate firm-fixed-price award for the following language tapes and quantities: Spanish I -- 30 each (ISBN 0-671-52152-7); Spanish III -- 30 (ISBN 0-671-57952-5); Vietnamese -- 10 each (ISBN 0-671-67957-6); Mandarin I -- 10 each (ISBN 0-671-04584-9); Cantonese I -- 10 each (ISBN 0-671-58188-0); Russian I -- 25 each (ISBN 0-671-52157-8); Russian II -- 25 each (ISBN 0-671-67076-7); Russian III -- 25 each (ISBN 0-671-57963-0); Eastern Arabic -- 20 each (ISBN 0-671-57904-5); Italian I -- 25 each (ISBN 0-671-52156-X); Italian II -- 10 each (ISBN 0-671-57074-9); Italian III -- 10 each (ISBN 0-671-58120-1); French I -- 10 each (ISBN 0-671-52153-5); French III -- 10 each (ISBN 0-671-57922-3); Spanish II -- 20 each (ISBN 0-671-57071-4); and French II -- 5 each (ISBN 0-671-57072-2). Quotes shall be FOB Destination. The ship-to address is FBI, Room 7986, 935 Pennsylvania Avenue, NW, Washington, D.C. 20535. Point of Contact is Lisa A. Moore at (202) 324-2978. Award to be made to the responsive, responsible offeror whose quote conforms to this solicitation and is the "Best Value" to the Government. All quotes shall be on company letterhead, clearly marked RFQ-055685 and submitted no later than 5:30 p.m. EDT, July 23, 2001. Offerors responding to this solicitation must provided their DUNS and tax identification numbers. The awardee shall also be required to submit a completed Standard Form 3881, Automated Clearing House Vendor/Miscellaneous Payment Enrollment Form, in accordance with FAR Clause 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration. Facsimile quotes will be accepted in accordance with FAR Provision 52.214-31 Facsimile Bids. Quotes can be faxed to (202) 324-8031, attention Lisa A. Moore. Facsimile quotes must be received by the date/time specified in this solicitation with the hard copy to immediately follow by mail. The hard copy can be mailed to FBI, Room 6833, 935 Pennsylvania Ave, NW, Washington, DC 20535. Only the facsimile quote needs to be date/time stamped by the due date/time. All responsible sources may submit a quotation which, if timely received, shall be considered by the agency. Offerors are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will be considered late and shall be handled in accordance with FAR Provision 52.212-1(f). All FAR clauses and provisions may be obtained from the General Services Administration's Federal Acquisition Regulation website address http://www.arnet.gov/far/. Award to be made within one week after closing.
