- Description
- The National Heart, Lung, and Blood Institute intends to purchase Kennel Doors made of aluminum and lexan materials in accordance with the following specifications. Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services to fabricate and install fifty-eight (58) kennel doors. The outer frames and kennel doors shall be solid 6061 grade aluminum that measure 23?w X 33?h X .375? thickness. The frame must be a solid piece with no seams or welds. The solid frame will have an 18?w X 24?h cut out for the inner door, with four (4) each, stainless steel, adjustable spring tension hinges to ensure complete closure of the outer door to the frame. These hinges must be adjustable. Two (2) of the hinges are for the outer door and two (2) are for the inner lexan door. Frame Locks: two (2) each, stainless steel, for each of the outer doors to connect the door to the frame. The frame locks must be non-corrosive and able to withstand chemical sanitation, provide a solid 6061-grade aluminum strip for mounting the door to the existing walls, provide adequate holes for mounting the strip and door to existing walls. All of the mounting hardware shall be made of non-corrosive, stainless steel and capable of supporting the weight of the door without pulling to the existing walls, adequate holes shall be provided for mounting the strip and door to existing walls. All of the mounting hardware shall be made of non-corrosive, stainless steel and capable of supporting the weight of the door without pulling out of the walls, provide a solid, 3/8? thick lexan inner door with the dimensions 18?w X 24? h. Eyebolt: a .250 stainless steel eyebolt on the outside of the outer door for existing chain locks. This eyebolt will allow for the door to be held open for cleaning purposes, ensure that all door parts have a .125 radius to remove all of the sharp edges that could injure the animals, ensure that all aluminum parts are sanded to a uniform finish, fabricate the doors to swing open either left or right to match existing doors, ensure that the inner lexan door that is installed clears the raised flooring system on the inside kennels. The Contractor shall be responsible for the removal and disposal of all old kennel doors, for filling all old mounting holes with a paintable, silicone caulking, will provide a two-year warranty on all labor and materials, next-day repair for any malfunctioning door throughout the warranty period. Government Responsibilities: The Government shall provide a dry, secure area for storage of materials throughout the installation period. Submittals and Quality Assurance: The Contractor shall submit manufacturer?s product data sheets on specific products (aluminum and lexan) including physical properties and performance properties. The Contractor shall have a minimum of eight (8) years experience in the application of the type of system in this procurement. The contractor?s key personnel, including the field supervisor and technicians shall have not less than five (5) years experience, References shall be provided listing at least three (3) projects using the material specified or similar that they have installed during the past five years to include the following: Project name, type of installation and contact name with owner address and phone number, shall submit 4? X 4? samples of the aluminum and lexan to be used in the fabrication of the doors prior to the award of the contract. The samples must have the .125 radiuses as listed in C.9 above, submit samples of all hardware to be used in the installation of the kennel doors prior to the award of the contract, submit detailed shop drawings of the doors and hardware to be used prior to the award of the contract. Site Visit: Interested vendors are invited to inspect the installation site of the replacement kennel doors located in Building #28 B and C wing at the NIH in Bethesda, Maryland 20892. During the inspection, questions concerning the local conditions and problems that may arise will be addressed at that time. However, nothing done or said during the inspection shall be considered as altering, modifying or qualifying any contract resulting from this Synopsis, unless the Contracting Officer makes such change in writing. The proposed installation site and surrounding area will be available for inspection on July 11, 2001, 10:00 a.m. at the National Institutes of Health, Building 28, Bethesda, Maryland 20892. Interested vendors shall contact Deborah Coulter at (301) 435-0368 no later than (48) forty-eight hours before the time specified for site visit. Interested vendors shall report to Building #14G, Room 103 at the NIH, Bethesda, Maryland not later than the time specified. In no event will failure to inspect the site constitute grounds for withdrawal of a proposal after opening or claim after reward of contract. Review And Approval: The new kennel doors and installation area shall be cleaned prior to final inspection, work shall be performed in a professional manner and meet the manufacturer standards as listed in the product data sheets. All work shall be reviewed and approved by the Veterinary Resources Program (VRP) Facility and Equipment Specialist and the VRP Facility Manager following completion of the project. Period Of Performance: The project must be started within (15) fifteen days from the award of contract and completed within (45) forty-five days from start of the installation. The Contractor will coordinate schedules and material deliveries with the Government representative. Evaluation: Evaluation procedure is based upon the product, to be purchase, installation, site visit, references, experiences, samples of the aluminum and lexan to be used in the fabrication, detail shop drawings, and time frame of the job. The award will be made to the lowest priced, technically acceptable quote meeting the Government?s specifications outline in the Statement of Work The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The North American Industry Classification (NAICS) Code is 332321, and the Size Standard 500 -- employees for this requirement. This acquisition is being conducted under simplified acquisition procedures. Interested vendors capable of furnishing the government with the product and services in this synopsis should submit two (2) copies of a proposal to the below address. The proposal shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The quotation must reference ?Solicitation Number: NHLBI-PS-2001-024'. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or July 20, 2001, 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, Suite 6042, 6701 Rockledge Drive Bethesda, MD 20892-7902, Attention: Deborah Coulter.
