NASA/DFRC plans to issue a Request for Quotation (RFQ) for two (2) SSI/FPI Model # S1008, 2 Hour Fire Rated, Hazardous Materials Storage Buildings, Nominal Size (Length-Width-Height) 10' X 8' X 8', Approx. Weight 4,320 lbs., 136 square feet, 55 Gallon Drum Capacity -- 25 gallons, Secondary Sump Gallon Capacity up to 290 gallons. Optional features include: two (2) Loading Ramps, four (4) Skylights (Domes), two (2) FPI Cote (TM), two (2) Hardware for Hook-up, two (2) Wall Penetrations, two (2) Additional Fire Rated Doors, two (2) NFPA Signs, and two (2) DOT Placards. And one (1) SSI/FPI Model # S2209, 2 Hour Fire Rated, Hazardous Materials Storage Buildings, Nominal Size (Length-Width-Height) 22' X 9' X 9', Approx. Weight 10,578 lbs., 196 square feet, 55 Gallon Drum Capacity -- 44 gallons, Secondary Sump Capacity up to 750 gallons. Optional features include: one (1) Loading Ramp, one (1) Additional Fire Rated Door (Man Door), one (1) Additional Fire Rated Door, one (1) Skylight (Dome), one (1) FPI Cote (TM), one (1) Hardware for Hook-Up, one (1) Heavy Duty DoorHolder (Wall Penetration), one (1) NFPA Sign, and one (1) DOT Placard. All buildings must have a five year coating warranty and optional feature(s) that have the capabilities of storage and transportation of hazardous materials as well as enabling personnel to work inside the same space, drums can be double-stacked, building(s) can be double-stacked, buildings(s) can be interconnected, building(s) must be coated with an environmentally friendly (low-VOC's) non-toxic, non-combustible coating system and have seismic protection through the use of adjustable seismic secondary containment shelving. Buildings must be white in color. Buildings must be delivered to NASA DFRC by August 15, 2001 to meet NASA DFRC storage requirements. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from FPI, Inc., Costa Mesa, CA 92626 on a sole source basis under the authority of 10 U.S.C 2304(c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." The purchase of the named buildings from FPI is necessary to ensure compatibility with existing waste storage buildings, shared seismic shelving, and ramps. It is likely that award to other than FPI would result in substantial duplication of costs that is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 16, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
