- Description
- Student Financial Assistance (SFA) intends to negotiate on a sole source basis with The Gallup Organization (Gallup). The statutory authority justifying other than full and open competition is based on FAR 6.302-1, which states, "Only one responsible source and no other supplies or services will satisfy agency requirements." Last year, Gallup was competively awarded a one-year contract to perform employee satisfaction surveys. Over the past year, Gallup has performed two employee satisfaction/engagement surveys using their own proprietary product and methodology. To use another contractor with a different methodology would require SFA to establish new baseline data, require the administration of two surveys (six months apart) before SFA could view any trends, and render last year's work and expense useless at a time when trends in data have just become available and are being used to monitor progress and improve employee satisfaction/engagement. Further, all SFA staff and managers have been trained in the Gallup methodology and providing similar training in a different methodology would be prohibitively expensive and time consuming to SFA without any extra benefit to the government. Consequently, SFA plans to negotiate a sole source contract with Gallup for six employee satisfaction/engagement surveys to be administered between August 1, 2001 and September 30, 2004. The surveys provide a mechanism to address the provisions in the Performance Based Organization authorizing legislation that SFA must be held accountable for results. The surveys must be administered electronically, must guarantee respondent anonymity, and must not be overly burdensome on the respondent but still must provide the diagnostic data necessary to measure and improve employee satisfaction/engagement at the work-group level. SFA may require performance of the following optional tasks: (1) modeling/analyzing links between employee satisfaction/engagement and performance outcomes, (2) identifying best practices, and (3) Identifying and capitalizing on the strengths of each employee. These tasks are at the option of the SFA and are to be administered between August 1, 2001 and September 30, 2004. ***** Please send all correspondence to address below.
