- Description
- This service project consists of the cleaning, closed circuit television assessment, and database compilation of approximately 10 miles of 4" to 14" gravity and pressure sewer lines in Yosemite Valley and El Portal. It includes manhole assessment, pressure testing, root cutting, evacuation of inverted siphons, grease removal, and development of a Microsoft Access Database. Development and implementation of spill prevention and response plans is required. The work is anticipated to be performed between the months of October 2001 and April 2002. The final product will be a sewer line and manhole assessment report provided in hard copy and digital format. This is a best value solicitation. Contractors will be required to demonstrate the following. 1. Past performance. Describe similar projects and list the contact names and current phone numbers of at least ten completed projects. Offerors must demonstrate successful completion of similar projects, positive relationship with the customer, a history of completing projects within budget, on time, and in accordance with the contract requirements. Offerors must demonstrate a history of providing quality products. Offerors must show that all customers are satisfied with their work. 2. Prior Experience. (a) Offerors must demonstrate that they have prior experience and current capability for cleaning, video assessment, and report preparation for 4" to 14" diameter clay, ductile iron, asbestos cement, Polyvinyl Chloride (PVC), and High Density Polyethylene (HDPE) sewer lines, to include smoke testing and pressure testing of force mains. Please note your experience with sewer line cleaning and assessment in highly sensitive resource areas such as meadows and endangered plant and animal species habitat, and heavily used public use areas. Quality of video assessment reporting as demonstrated by the submittal of sample inspection digital color images, video and/or digital recordings, and report presentation and organization. Offerors must demonstrate this prior experience and quality of work by providing projects with reference contact names and current phone numbers, and by submission of sample reports, images, and videos. Reports and images must clearly show the condition of the sewer system and be easily reviewed by park staff. (b) Spill prevention and response success as demonstrated by past experience on sewer cleaning and assessment projects in operating sewer systems. Include project reference names and current phone numbers. Offerors must demonstrate a history of preventing spills while performing cleaning and assessment of active sewer systems. This information is required in order to be considered eligible. 3. Database Compilation Capabilities. (a) Offerors will be required to have database compilation capabilities as demonstrated by sample digital and hard copy database records presented in Microsoft Access 97. Database records shall include line location, manhole numbers, sewer line type and size, assessment conditions (i.e., location and rating of cracks, offset joints, roots, grease, taps, pipe bends, cleanouts, slope, water level, pipe transitions in size or type, etc.) and assessment conditions and physical attributes of manholes, as demonstrated by sample database submissions. The database accurately shows the actual condition of the sewer system, and must be easily reviewed by park staff, and be searchable for all pipe or manhole defects. In accordance with FAR 19.11 and 19.1307, a price evaluation perference and adjustment for both Small Disadvantaged Business Concerns and HUBZone Small Business Concerns will be applicable. There will be only one official site visit at the Yosemite National Park Maintenance Building located at 5083 Foresta Road, El Portal, CA 95318 on Wednesday, August 1, 2001 at 10:00 AM. There will be a nonimal non-refundable fee of $50.00 for this Request for Proposal (RFP) to cover the cost of the plans, specifications, and express mailing. All requests for this solicitation package must include a check in the amount of $50.00 made out the U.S. Dept. of Interior, Yosemite National Park. This project is full and open competition with due consideration for the above preferences and adjustments.
