This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). 1.) SPIN COATER -- QUANTITY REQUIRED (1 EACH) CEE MODEL 100CB SPINCOAT/BAKE UNIT * BREWER SCIENCE MODEL #: 100CB OR EQUAL 2.) SPINNER CHUCK -- QUANTITY REQUIRED (1 EACH) STANDARD 2.25: SPIN CHUCK FOR MODEL 100CB -- ACCEPTS 3" AND 100MM WAFERS * BREWER SCIENCE OR EQUAL 3.) BOWL LINER -- QUANTITY REQUIRED (2 EACH) POLYETHYLENE BOWL LINER FOR MODEL 100CB SPINCOAT/BAKE UNIT * BREWER SCIENCE OR EQUAL 4.) CENTERING DEVICE -- QUANTITY REQUIRED (1 EACH) CENTERING DEVICE FOR MODEL 100CB SPINCOAT/BAKE UNIT * BREWER SCIENCE OR EQUAL 5.) TEMPERATURE RAMPING -- QUANTIY REQUIRED (1 EACH) TEMPERATURE RAMPING CAPABILITY FOR MODEL 100CB SPINCOAT/BAKE UNIT * BREWER SCIENCE OR EQUAL REQUIRED SPECIFICATIONS: 7CAPABLE OF ACCOMMODATING SAMPLES UP TO 3" IN DIAMETER AND UP TO 200mm THICKNESS 7SPIN SPEEDS FROM 0 TO 5,000 RPM 7CAPABILITY OF PROGRAMMING SPIN SPEEDS, INCLUDING RAMPS AND HOLDS, WITH ACCELERATION CONTROL RANGING FROM 1 TO 25,000 RPM PER SECOND 7ABILITY TO STORE AT LEAST 5 SPIN RATE PROGRAMS HAVING AS MANY AS 8 STEPS PER PROGRAM BAKE UNIT SPECIFICATIONS: 7CAPABLE OF ACCOMMODATING SAMPLES UP TO 3" IN DIAMETER AND UP TO 200MM IN THICKNESS 7CAPABLE OF HEATING SAMPLES IN AN INERT ATMOSPHERE, SUCH AS ARGON OR NITROGEN 7CAPABLE OF PROGRAMMED HEATING (RAMPS AND HOLDS) FROM ROOM TEMPERATURE TO 400:C WITH AN ACCURACY OF 1:C. THE SPIN-COATER/BAKING SYSTEM MUST PREPARE UNIFORM THIN FILMS FOR RADIATION CURING EXPERIMENTS. THESE FILMS WOULD BE PREPARED FROM MONOMER OR POLYMER SOLUTIONS IN RELATIVELY HIGH BOILING SOLVENTS, SUCH AS N,N-DIMETHYLFORMAMIDE AND N,N-DIMETHYLPYROLLIDONE. THIS WOULD REQUIRE THE ABILITY TO BAKE THESE THIN FILMS IN AN INERT ATMOSPHERE AT TEMPERATURES ABOVE 300:C. ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO ANY AWARD OF A CONTRACT OR PURCHASE ORDER. REGISTER AT http://www.ccr2000.com OR BY CALLING 888-227-2423. FAR 52.211-7 -- BRAND NAME OR EQUAL -- IS APPLICABLE The provisions and clauses in the RFQ are those in effect through FAC 97-25. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 339111 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 07/19/2001 and may be faxed to Jean M. Boylan and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, and price are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
