Description
R -- The Federal Emergency Management Agency (FEMA), Response and Recovery Directorate, Operations Division, intends to procure an automated radio control system from Motorola, CSTI, Integrated Information Systems Group, located at 8975 Guilfor d Road, Columbia, Maryland 21046. CSTI is the only known source capable of expanding the customized software/hardware contr ol system (FEMA National Radio System (FNARS) Communications Control System (CCS)), within the required timeframe. The requ ired system relies on the LongArm software suite developed solely by Motorola CSTI. This software is proprietary to CSTI, a nd the development of this product was not funded by any government agency. This product is known as the ?FNARS/LongArm Com puter Control System.? Utilization of the LongArm software suite is required in order to integrate expanded capability into the existing FEMA assets. The proposed procurement will provide for LongArm (AccessNet (+)) hardware and software system t hat has been shown to satisfy the ?UHF-LOS and UHF-SATCOM CONTROL SYSTEM? requirements during proof concept testing conducte d pursuant to Contract EMV-1998-SA-0155. FEMA has been unable to identify any other source of software that is compatible w ith the current AccessNet(+) control software tailored to meet specific FEMA requirements. Delivery is required 120 days af ter award. No solicitation package is available. See Note 22.
