- Description
- The U. S. Department of State (DOS), Office of Overseas Buildings Operations (OBO) is seeking proposals from qualified construction firms for New/Renovation Construction Addition to the General Service Building Facilities (GSO) at Curtiusstrasse facility in Berlin, Germany. The design of the addition is based on German laws and regulations. The existing GSO is 4,830 gross square meters in area. The new structure will be to the east side of the warehouse. The contractor shall provide all labor, materials, equipment and performance of all work incidental to the construction of approximately 1,128 square meters of new construction, approximately 207 square meters of renovation, and parking. The estimated construction range is between $1,000,000.00- $5,000,000.00. The proposed contract resulting from this solicitation will be a Firm Fixed Price contract. The contract will be awarded and paid in U.S. dollars. The offeror's shall submit the proposal in accordance with the solicitation instructions. Offerors are advised to submit a proposal which is clear and comprehensive without additional explanation or information, but in sufficient detail for effective evaluation by the Government. . Submission shall clearly address the evaluation factors identified in the RFP. The proposal shall consist of three volumes -- Cost/Price, Technical Qualifications, and Present /Past Performance. Theses volumes will be submitted separately, and clearly marked: Volume One Cost/Price, Volume Two Technical Qualifications,, and Volume Three Present/Past Performance. The offeror shall make no reference to price in the Technical or Present/Past Performance volumes. No alternate proposal will be accepted All proposals must be written in (English Only). A pass or fail evaluation technique will apply to the evaluation of the Technical Qualifications. Technical Qualifications: Professional qualifications, specialized experience, and technical competence in construction of similar projects in value and complexity, overseas construction experience, and familiarity with Germany DIN standards. The Government intends to award a contract to the offeror whose proposal provides the best value to the Government.
