Description
This announcement is for the purpose of soliciting names of firms or joint ventures interested in submitting an offer for the Western Ammunition Workshop, Phase II project at El Haikstep, Egypt. Eligible contractors will be limited to (1) U.S. construction firms, (2) joint ventures or partnerships between U.S. firms including at least one U.S. construction firm, or (3) joint ventures or partnerships between U.S. firms and Egyptian firms, including at least one U.S. construction firm. To be considered a U.S. construction firm, the firm must perform construction as a significant portion of its business; must be incorporated, have its corporate headquarters and be registered as a corporation for a minimum of three years in the United States; shall have filed state and federal income tax declaration for a minimum of three corporate years within the preceding four-year period and have paid all applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must have a minimum of fifty-one percent Egyptian ownership, and be an independently owned firm. Firms which are partially or wholly owned by or otherwise affiliated with the Government of Egypt or its agencies are ineligible. Performance and payment bonds will be required. The estimated cost of this project is between $1,000,000 and $5,000,000. PROJECT SCOPE: The work includes but is not limited to: providing all necessary equipment, labor, materials and supplies to construct the following new site infrastructure, facilities, and structures at El Haikstep, Egypt. Site improvements consist of: (1) Site grading, construction of access drive, paved parking area and parking shades; (2) Extension of service utilities to the building site, i.e. electrical, potable water, fire water, sewer, telephone system; (3) construction of a two-story reinforced concrete and masonry office building; approximately 1800 total square meters; and (4) construction of six earth-covered concrete service magazines with associated site work. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government shall furnish two (2) copies of the CD-ROM(s) containing the specifications and plans to prospective offerors at no charge. The official solicitation is found on the CD-ROM(s). Paper copies of the solicitation and additional copies of these CD-ROMs are NOT available. CONTRACT PROCEDURES: This will be a Best Value Award requiring both a price proposal and a technical proposal. Evaluation factors will include, at a minimum, Price, Past Performance, Management Capability, and Experience. Complete evaluation criteria and order of precedence will be conveyed with the solicitation document. The contract will be awarded on a firm-fixed price basis. Tentative date for issuance of RFP DACA78-01-R-0024 is 30 July 2001. Tentative date for receipt of proposals is 28 September 2001. Projected award date is 29 October 2001. The estimated contract duration is 15 months. A pre-proposal site visit is tentatively scheduled for 5 September 2001. Firms may have not more than two (2) representatives attend the site visit.
