- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and a written solicitation will not be issued. Solicitation N61339-01-T-0064 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-11. This solicitation shall be awarded on a sole source basis to Booze-Allen and Hamilton, McLean, VA. Justification: Services required are available from only one responsible source who has acquired extensive experience in the required support areas and is uniquely qualified to continue this requirement through the end of the current fiscal year. The NAICS Code for this solicitation is 541330 with a size standard of $20M. Statement of Work for Program Support, Learning Systems Technology and Business Process Analysis to the Naval Air Warfare Center Training Systems Division (NAWCTSD) follows: 1.0 SCOPE The contractor shall provide the Naval Air Warfare Center Training Systems Division (NAWCTSD) a diverse mix of expertise to support program management and program execution activities across a variety of tasks. Work efforts covered under this Statement of Work shall be directed across all competencies in tasks focusing upon the programs, processes, skills, and intellectual capital of the command. 2.0 BACKGROUND. The NAWCTSD is the principal Navy Center for research, development, test and evaluation, acquisition and product support of training systems. It also provides inter-service coordination and training systems support for the Army and Air Force. The Commanding Officer of NAWCTSD must execute a variety of program management tasks to balance requirements, schedules, and resources while managing risk. The Commanding Officer desires support in several areas to augment organic capabilities to successfully execute mission objectives. 3.0 REQUIREMENTS. The contractor shall perform the following tasks: 3.1 Provide focused assistance to NAWCTSD's support of the Navy Modeling and Simulation Management Office (NAVMSMO). 3.2 Provide Modeling, Simulation, and Training expertise to assist in developing a vision and strategic framework for achieving common goals and objectives for NAWCTSD and NAVMSMO. 3.3 Facilitate interaction within Competency 7.0 (Corporate Operations) and between Competency 7.0 and the other Competencies. 3.4 Provide support and assistance to the Public Affairs Officer (PAO). 3.5 Represent and promote NAWCTSD in local and regional community activities. 3.6 Provide conference, symposium, and trade show support. 3.7 Provide management support services in the identification of commercial-off-the-shelf (COTS) and Government-off-the-shelf (GOTS) Knowledge Management software options to meet Command requirements. 3.8 Provide technical assistance to the Command Master Chief (CMC) in defining alternative roles and duties for military personnel assigned to the Command; i.e., match personnel with diverse backgrounds and skill sets with a host of different and challenging performance requirements. 4.0 DELIVERABLES. Contractor deliverables for the efforts described above shall be in contractor format and include the following: 4.1 The contractor shall prepare and deliver a monthly report detailing the activities and the costs associated with labor, travel and material shall be provided 30 days after the end of the preceding month beginning the second month after contract award through the end of the contract. 4.2 The contractor shall prepare and deliver briefings addressing the issues detailed in the tasking no later than three (3) days before each briefing. 4.3 The contractor shall prepare and deliver technical reports and point papers detailing the recommendations related to issues outlined in the tasking no later than 30 days after completion of the tasking. 4.4 The contractor shall prepare and deliver multimedia products in either hard copy or electronic format (as appropriate) no later than 30 days after completion of the tasking. The period of performance for these services shall be approximately 30 July 2001 through 30 September 2001. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: (11), (12), (13), (14), (15), (18), (19), (20), (21), (22), (24), The following subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of DFARS 252.212-7001(b) apply: 252.206-7000, 252.227-7015, 252.227-7037. A completed copy of the following must be included with the quote: FAR 52.212-3, DFAR 252.212-7000. The following clause also applys: DFAR 252.204-7004, "Required Central Contractor Registration". The DPAS rating for this solicitation is N/A.
