- Contract Number: 111-C-00-01-00059-00, Contractor: The Urban Institute, 2100 M Street, N.W., Washington, D.C. 20037. Description -- Award: The award of a Cost Reimbursement-Fixed Fee Completion contract with a three year performance (two years base period and one year option period) for the Earthquake Zone Recovery Program will contribute to the achievement of the Mission's Special Objective (SO) No. 4.11 -- Earthquake Zone Recovery Program. The Contract Line Items are as follows; CLIN 0001: Program Management; CLIN 0002: Planning for Redevelopment; CLIN 0003: Housing Certificates; CLIN 0004: Improvement Grants; CLIN 0005: Fixed Fee. The program is designed to meet immediate shelter needs of those affected by the 1988 earthquake through the use of housing certificates and housing improvement grants, and within the context of an overall comprehensive and integrated approach to redevelopment in the area. The program is designed to be responsive to needs articulated by Armenians, the intent of Congressional managers in allocating funding for this initiative, and reflective of experience to date in redevelopment and shelter programs in the earthquake zone. The goal of the program is to provide permanent and adequate housing to at least 4,000 households in the Lori and Shirak regions who were affected by the 1988 earthquake, as one component of a comprehensive plan for redevelopment of the Lori and Shirak regions. To allow for program expansion if program performance, funding availability and other factors permit, the program includes an option to both extend the timeframe (by up to a year) and increase program beneficiaries (by up to 3,000 additional households, depending on the mix of program interventions selected).
